Job Overview:
The Officer, Awards & Compliance position at PSI is crucial for providing guidance to Network Members and project management teams regarding compliance with pre-award and proposal development, as well as the review and negotiation of prime awards and sub-agreements. This role is expected to contribute significantly to the development of compliance guidance that aligns with best practices in the industry. The Officer will also be responsible for creating and refining award monitoring tools and templates, overseeing prime award approval requirements, and managing processes for assessing and monitoring sub-agreements. Additionally, this position will support the establishment and maintenance of knowledge management systems related to compliance within PSI, ensuring that all staff are well-informed about the award cycle requirements and prepared for award closeout. The role may involve less than 10% international travel, and it is designed to embody PSI's core values of measurement, pragmatism, honesty, trust, collaboration, and commitment.

Duties and Responsibilities:
The Officer, Awards & Compliance will have a variety of responsibilities, including:
  • Award Administration: Reviewing award terms and conditions before signature, primarily for non-USG-funded awards, advising teams during negotiations, and extracting relevant requirements for Network Members and program management teams. Participation in project kick-off meetings and supporting systems to track sub-award and prime award terms and conditions while maintaining permanent files and documentation. Ensuring that staff understand the entire award cycle requirements and are prepared for award closeout.
  • Compliance Support: Keeping abreast of current and changing donor/client regulations, policies, and procedures, and being able to answer questions related to commonly referenced regulations with minimal assistance. This includes conducting regulatory research and developing guidance for Network Members and program management staff regarding compliance issues. Acting as the compliance expert for a portfolio of awards and collaborating with the Delivery Team to ensure alignment of sub-agreements with prime award terms and conditions.
  • Training and Capacity Building: Supporting the development, organization, and presentation of relevant training modules, in addition to other assigned duties.
  • Knowledge Management: Working with IT to manage access to the Award Management System (AMS) and contributing to optimizing knowledge management systems used by the Compliance Function.

Required Qualifications:
Candidates for the Officer, Awards & Compliance position should possess a Bachelor's Degree (or international equivalent) in a related field, with a Master's Degree (or international equivalent) preferred. A minimum of 5 years of progressive experience in federal and/or private grants/contracts management is required, although an equivalent combination of related education and experience may be considered. The ideal candidate should have strong written communication skills, with the ability to compose organized, logical, and concise reports, presentations, memos, and emails. Demonstrated project management and organizational skills are essential, particularly for time-sensitive work. A fundamental knowledge of researching and interpreting regulations and applying donor rules and regulations is necessary, along with familiarity with USG regulations such as OMB Uniform Guidance, FAR/AIDAR, and Standard Provisions. Proficiency in MS Word and Excel is required, and candidates should demonstrate a collaborative spirit and a positive attitude.

Educational Background:
The educational background required for this position includes a Bachelor's Degree in a relevant field, with a preference for candidates holding a Master's Degree or its international equivalent. This educational foundation is essential for understanding the complexities of grants and compliance management within the context of global health initiatives.

Experience:
The position requires at least 5 years of progressive experience in managing federal and/or private grants and contracts. This experience should encompass a comprehensive understanding of compliance issues, donor regulations, and the intricacies of award management. Candidates with a combination of relevant education and experience may also be considered, allowing for flexibility in meeting the experience requirement.

Languages:
Proficiency in English is mandatory, particularly in written communication, as attention to detail and correct grammar usage are crucial for this role. Additionally, proficiency in French and/or Spanish is preferred, which would enhance the candidate's ability to engage with diverse stakeholders and contribute to PSI's global initiatives.
