Job Overview: The Monitoring and Evaluation (M&E) Analyst position is crucial for the successful implementation of the CEDAR Project within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The M&E Analyst will be responsible for establishing a robust M&E system that supports the Project Manager in tracking progress and ensuring that project objectives are met. This role involves close collaboration with local authorities, UN agencies, and various stakeholders to facilitate a coordinated approach to community economic development and livelihood initiatives. The M&E Analyst will also be tasked with monitoring key outputs, providing quality assurance, and ensuring that the project aligns with the strategic objectives of UNDP. The position requires a proactive approach to capacity building and mentoring of staff and partners, as well as conducting field visits to ensure realistic programmatic support. Duties and Responsibilities: The M&E Analyst will perform a variety of duties under the guidance of the Project Manager, including:
Supporting the planning, design, and management of the CEDAR Project by providing strategic and technical guidance.
Ensuring the project aligns with UNDP’s Country Programme Document and Strategic Plan.
Analyzing project outputs and emerging issues to assess their impact on the implementation of the project.
Assisting in the formulation and revision of the Annual Work Plan.
Building partnerships with think tanks and academic institutions to support project implementation.
Preparing for key events such as Project Board Meetings and donor visits.
Drafting and revising technical and donor reports.
Monitoring and evaluating project effectiveness and sustainability, providing strategic advice for improvement.
Consolidating reports and orienting staff and partners on M&E aspects. 1
Organizing monitoring and evaluation missions involving various stakeholders. 1
Identifying lessons learned and contributing to UNDP’s knowledge management efforts. 1
Collaborating with the Communications Team to finalize outreach materials and promote project achievements.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Public Policy, Project Management, Social Policy, Political Science, Economics, Business Administration, or Development Studies. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of qualifying experience will also be considered. The role requires excellent computer literacy, particularly in MS Word, Excel, and PowerPoint, as well as strong report writing skills. Experience in monitoring and evaluation frameworks, methodologies, and tools is essential, along with the ability to analyze data using statistical software. Candidates should demonstrate a commitment to the principles of inclusion, participation, and transparency in their work.
Educational Background: The educational background required for this position includes either an advanced university degree (master's degree or equivalent) in relevant fields or a first-level university degree (bachelor’s degree) with additional qualifying experience. The focus is on candidates who have a strong academic foundation in areas related to public policy, project management, or social sciences, which are critical for understanding the complexities of community development and peacebuilding initiatives.
Experience: The level of experience required varies based on educational qualifications. Candidates with a master's degree are not required to have prior professional work experience, while those with a bachelor's degree must have at least two years of relevant professional experience at the national or international level. This experience should include progressively responsible roles in program management, particularly in crisis or post-conflict settings. Desirable experience includes working in monitoring and evaluation of humanitarian or development programs, particularly in the BARMM region, and familiarity with peacebuilding and community transformation projects.
Languages: Fluency in English and Filipino is mandatory for this position. Proficiency in additional local languages or dialects spoken in the BARMM region would be considered an asset, as it would enhance communication and engagement with local communities and stakeholders.
Additional Notes: This position is based in Cotabato City and is part of a project aimed at fostering community development and peacebuilding in conflict-affected areas. The role is full-time and may involve field visits to various project sites.
