Job Overview:
The SRH Analyst (Programme Analyst) will play a crucial role in analyzing and assessing political, social, economic, and cultural trends that affect sexual and reproductive health (SRH) programs in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This position involves close collaboration with the UNFPA Head of Sub-Office and the SRH Team Leader in Manila. The Analyst will be responsible for coordinating, implementing, monitoring, and reporting on various SRH activities, including maternal health, family planning, adolescent SRH, and responses to gender-based violence (GBV). The role requires a strong commitment to UNFPA's mission and the ability to work effectively with government counterparts, civil society organizations, and other stakeholders to strengthen SRH services for vulnerable populations, including internally displaced persons. The Analyst will also be expected to provide technical guidance on integrating comprehensive SRH, HIV, and GBV services within primary health care systems, ensuring that the programs are responsive to the needs of the communities served.

Duties and Responsibilities:
The SRH Analyst will be responsible for a wide range of duties, including:
  • Programme Management and Coordination: Overseeing the planning, implementation, monitoring, and reporting of UNFPA SRH programs, ensuring alignment with the UNFPA Country Programme and local sectoral plans. This includes integrating humanitarian preparedness and response into SRH programming and ensuring quality assurance and risk management.
  • Technical Support and Capacity Building: Collaborating with various stakeholders to design and implement SRH projects, analyzing the existing SRH situation in BARMM, and providing technical support for advocacy and policy documents.
  • Partnerships, Advocacy, and Resource Mobilization: Developing and implementing partnership and resource mobilization plans, representing UNFPA in coordination forums, and liaising with health and protection actors for emergency assessments and responses.
  • Management Responsibilities: Maintaining communication with the Head of the Sub-Office and contributing to SRH-related communities of practice, while providing technical and administrative support to staff and volunteers.
  • Additional responsibilities as required by UNFPA leadership.

Required Qualifications:
Candidates must possess an advanced university degree in medicine, public health, international development, social sciences, or related fields. A minimum of two years of professional experience in maternal health, sexual and reproductive health and rights, or gender-based violence prevention and response is required. Candidates should have a strong understanding of sexual reproductive health and rights, maternal health, family planning, and contraceptive technologies. Field experience in emergency and post-conflict contexts is essential, along with practical experience in project design, implementation, monitoring, and evaluation. Proficiency in office software and web-based management systems is also required, and knowledge of conflict sensitivity and a 'do no harm' approach is an asset.

Educational Background:
An advanced university degree in relevant fields such as medicine, public health, international development, or social sciences is required for this position. This educational background provides the necessary knowledge and skills to effectively analyze and address the complex issues surrounding sexual and reproductive health and rights, particularly in challenging contexts such as BARMM.

Experience:
The position requires a minimum of two years of professional experience in the field of maternal health or sexual and reproductive health and rights, as well as experience in gender-based violence prevention and response. Candidates should have demonstrated experience in program or project management, with a strong commitment to the UN and UNFPA's mandate in the Philippines. Field experience working with vulnerable communities is considered an asset, as is practical experience in the design, implementation, monitoring, and evaluation of development projects.

Languages:
Fluency in both oral and written English and Filipino is essential for this position. Candidates must be able to write clearly and concisely in both languages. Knowledge of local languages in UNFPA target states and regions, particularly major local dialects in BARMM, is considered an asset, as it can enhance communication and engagement with local communities.

This is a full-time, fixed-term position with an initial duration of one year. The appointment may be renewed based on satisfactory performance.
