Job Overview: The Migration Health Officer position is crucial for supporting the quality implementation of IOM's health programming in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The successful candidate will work under the supervision of the Head of Sub-Office and the Migration coordinator" style="border-bottom: 1px dotted #007bff !important;">Health Coordinator, focusing on enhancing health systems through Social Behaviour Change Communication (SBCC) and Risk Communication and Community Engagement (RCCE). The role involves collaborating with the Department of Health and local constituents to develop effective health strategies that are sensitive to the needs of migrants and aligned with IOM's standards. The officer will be responsible for planning and implementing various health initiatives, providing technical assistance, and ensuring that health programming is inclusive and contextually relevant.
Duties and Responsibilities: The duties and responsibilities of the Migration Health Officer include:
Developing contextualized SBCC and RCCE work plans and materials for health initiatives, ensuring alignment with global and national standards.
Planning and implementing SBCC and RCCE initiatives, including assessments, consultations, and outreach missions.
Providing technical assistance to ensure gender-sensitive and culturally-appropriate approaches in health initiatives.
Training field and technical teams in SBCC and RCCE implementation.
Coordinating with government and partner organizations to align efforts on health initiatives.
Ensuring timely submission of quality outputs and facilitating government endorsements.
Assisting in resource mobilization for health programming through concept and project paper development.
Collaborating with the MERLA team to monitor and analyze health-related indicators and submit results-based reports.
Establishing partnerships with government and non-government bodies and participating in relevant health committees and meetings. 1
Supporting the operationalization of the Accountability to Affected Population framework and integrating PSEA strategies. 1
Undertaking duty travels as necessary and performing other assigned duties.
Required Qualifications: The position requires a Bachelor's degree in psychology, sociology, public health, medicine, behavioral sciences, health policy, nursing, or health communication-related disciplines. A minimum of two years of relevant professional experience is required. Additional qualifications include relevant accreditation or formal training in SBCC, communications for development, RCCE, social marketing, and media campaigns, which are considered assets. Candidates should also possess excellent communication, research, and writing skills, along with strong computer literacy, particularly in Microsoft Office applications.
Educational Background: Candidates must hold a Bachelor's degree in a relevant field such as psychology, sociology, public health, medicine, behavioral sciences, health policy, nursing, or health communication. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is preferred. Relevant training or certification in SBCC and health communication is advantageous.
Experience: Candidates should have experience in SBCC design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, managing medical campaigns, and evaluating SBCC programs. Experience in public health or social sciences is essential, along with familiarity with Safe Motherhood programs and Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security implementation. Experience in humanitarian operations or government health services, as well as liaising with government counterparts, is also required.
Languages: Fluency in English and Filipino is mandatory for this position, both oral and written. Knowledge of any BARMM language is desirable. Proficiency in required languages will be evaluated during the selection process, which may include written and oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar roles for 24 months. National Professional Officers must be nationals of the country of employment and perform work at a professional level. Appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
