Job Overview: The Social Norms Change Analyst will play a crucial role in implementing UNFPA's strategic approach to integrating gender-transformative and human rights-based methodologies into programming in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This position focuses on generating and utilizing evidence to inform policies and decision-makers regarding sexual and reproductive health and rights (SRHR) while addressing discriminatory gender and social norms that hinder women's and girls' access to services. The Analyst will work closely with various stakeholders, including government agencies and civil society organizations, to advocate for multi-sectoral partnerships and ensure that gender-transformative approaches are effectively integrated into policies and programs. The role also involves supporting the development and implementation of evidence-based policies that address critical issues such as child, early, and forced marriages, adolescent pregnancies, and gender-based violence.
Duties and Responsibilities: The Social Norms Change Analyst will be responsible for a variety of tasks, including:
Programme Management and Coordination: Supporting the planning, implementation, monitoring, and reporting of UNFPA Gender and Social Norms programs, ensuring alignment with the UNFPA Country Programme and responsiveness to local priorities.
Technical Support and Capacity Building: Providing technical and policy advisory support on gender equality and women's rights, coordinating evidence generation and synthesis to inform policies, and facilitating capacity-building initiatives for UNFPA personnel and partners.
Partnerships, Advocacy, and Resource Mobilization: Contributing to the development of advocacy and resource mobilization plans, supporting partnerships with key stakeholders, and documenting best practices and lessons learned from UNFPA interventions.
Management Responsibilities: Maintaining communication with the Head of the Sub-Office and supporting the activities of relevant communities of practice within UNFPA.
Required Qualifications: Candidates should possess an advanced university degree in a relevant field such as sociology, anthropology, social sciences, women's studies, public health, or international development, with a focus on social and gender norms change. While there is no minimum experience requirement, up to two years of relevant work experience in advocacy for gender and social norms change is desirable. Experience in providing technical support for gender-transformative approaches and working on gender-based violence prevention in various settings is advantageous. Excellent interpersonal and communication skills are essential for this role.
Educational Background: An advanced university degree in a relevant field is required, such as sociology, anthropology, social sciences, women's studies, public health, public administration, international relations, or law. The educational background should focus on social and gender norms change, equipping the candidate with the necessary knowledge to address complex gender issues effectively.
Experience: While there is no strict minimum experience requirement, candidates with up to two years of relevant work experience in advocacy for gender and social norms change, particularly in legislation and public policies, will be preferred. Experience in developing and implementing gender-transformative approaches at the national or sub-national level is desirable, as is experience in gender-based violence prevention and response in both normal and humanitarian contexts. Prior experience in developing, implementing, and monitoring work plans will be considered an advantage.
Languages: Fluency in both oral and written English and Filipino is essential for this position, as the candidate must be able to write clearly and concisely in both languages. Knowledge of local languages in UNFPA target states, particularly major dialects in BARMM, is considered an asset and will enhance communication with local communities.
Additional Notes: This is a full-time, fixed-term position with an initial duration of one year, which may be renewed based on satisfactory performance. The role is non-rotational, meaning that the selected candidate will remain in Cotabato for the duration of the contract.
