Job Overview: The Programme Policy Officer (Market Systems and Livelihoods) will play a crucial role in implementing WFP Philippines’ integrated resilience approach, focusing on enhancing the inclusion of smallholder farmers and fisherfolk in market systems to strengthen their livelihood strategies in BARMM. This position involves direct reporting to the Head of Integrated Resilience and requires coordination with various stakeholders to foster sustainable livelihoods and enhance local economies. The officer will be responsible for providing technical assistance to the BARMM Government, developing joint strategies, and contributing to the capacity building of partners. The role also includes team management and professional development of staff members, ensuring that the objectives of the program are met effectively and efficiently.
Duties and Responsibilities: The Programme Policy Officer will lead the planning and implementation of regenerative agriculture and community livelihood activities, ensuring alignment with corporate guidelines and integrating climate, gender, and conflict-sensitive elements. Responsibilities include supporting regional and local government partners in integrating community planning results into their development plans, building technical capacities for anticipatory action and climate adaptation measures, ensuring compliance with Environmental and Social Safeguards, promoting women's self-reliance and economic empowerment, facilitating access to financial services for vulnerable households, and developing innovative financing models. The officer will also coordinate food assistance distribution, strengthen partnerships with various stakeholders, document lessons learned, and support monitoring and reporting of key activities.
Required Qualifications: Candidates must possess strong interpersonal and diplomatic skills, with the ability to establish effective relationships with communities, authorities, and partners. Experience in project design and management, particularly in food security and livelihoods, is essential. A solid understanding of food security assessments and the ability to link these to program design is required. The candidate should have experience leading teams and working with various development actors, including government and international organizations. Excellent research, report writing, analytical, and communication skills are necessary, along with proficiency in MS Office applications.
Educational Background: An advanced university degree or a bachelor’s degree in Rural Development, Agriculture, Fisheries, Agronomy, Climate Change Adaptation, Environmental Economics, or a related field is required for this position. This educational background is crucial for understanding the complexities of food security and livelihoods in the context of the BARMM region.
Experience: The position requires a minimum of one year of relevant experience in development work with an advanced university degree, or three years of relevant experience with a bachelor's degree. Preferred candidates will have seven years of relevant experience in development work, including management experience in food security and livelihood projects. This level of experience is essential for effectively leading initiatives and managing teams within the context of WFP's mission.
Languages: Excellent knowledge of written and spoken English and Filipino is mandatory. Knowledge of the local language in BARMM is desirable, as it will facilitate communication and engagement with local communities and stakeholders.
Additional Notes: This is a fixed-term appointment for 12 months, with the possibility of extension. The position is open to Filipino nationals only. The compensation package will be in accordance with WFP’s salary scale and will include medical coverage, leave benefits, and other applicable entitlements.
