Job Overview: The Monitoring & Knowledge Management (KM) Analyst will be based in UNFPA’s Sub-Office in Cotabato, Philippines, and will work closely with both the Sub-Office and Country Office teams. This role is pivotal in providing technical support for planning, monitoring progress, facilitating results-based reporting, and advancing knowledge management to strengthen a culture of results in the implementation of UNFPA’s Country Programme. The focus will be on the humanitarian-development-peacebuilding continuum in Mindanao, particularly in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Analyst will promote the use of monitoring data for program adaptations and will report to the Head of the Sub-Office, with functional guidance from the Evaluation Specialist. This position is crucial for ensuring that UNFPA's strategic commitments are met and that the organization can effectively respond to the needs of the communities it serves.
Duties and Responsibilities: The Monitoring and KM Analyst will be responsible for a variety of tasks including:
Results Planning: Providing technical inputs to program formulation, ensuring results are properly defined, and developing theories of change for programs and projects. Coordination and facilitation support in developing quality monitoring and evaluation frameworks, and providing inputs for results planning and reporting to support UNFPA’s leadership in inter-agency coordination mechanisms.
Monitoring: Providing technical inputs to monitor and track results against the 9th Country Programme Document (CPD) targets, conducting annual reviews, and supporting field monitoring.
Results Reporting and Communication: Facilitating the reporting and communication of results to internal and external audiences, collecting and analyzing data for UNFPA projects, and developing quality results reports.
Knowledge Management and Capacity Development: Contributing to knowledge management to foster a culture of results, providing technical support to partners on results-based management, and promoting the use of digital platforms for data and learning. The Analyst will also carry out any other duties as required by UNFPA leadership.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in statistics, development studies, economics, health, population demography, or any related social science discipline. They should have prior relevant professional experience in planning, monitoring, results reporting, data collection and analysis, and the design and management of humanitarian and development programs. A strong understanding of results-based management and evidence-based programming is essential, along with good computer skills, including proficiency in Google Suite and statistical analysis software. Experience in using Artificial Intelligence tools is considered an asset, as is field experience. Candidates should demonstrate the ability to provide policy advice, synthesize program performance data, and produce analytical reports, along with good analytical and report writing skills.
Educational Background: A Master's degree (or equivalent) in a relevant field such as statistics, development studies, economics, health, population demography, or any other related social science discipline is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to perform the duties of the Monitoring & Knowledge Management Analyst effectively.
Experience: Candidates should have prior relevant professional experience in planning, monitoring, results reporting, data collection and analysis, as well as the design and management of humanitarian and development programs. Experience in results-based management and evidence-based programming is crucial, along with a good understanding of program formulation and implementation. Field experience is considered an asset, as it provides practical insights into the challenges and realities of program implementation in the region.
Languages: Fluency in English and Filipino is required for this position. Knowledge of local languages in UNFPA target states and regions, particularly any of the major local dialects in BARMM, is considered an asset. This linguistic capability is important for effective communication and engagement with local communities and stakeholders.
Additional Notes: The position is a full-time, fixed-term appointment for an initial duration of one year, with the possibility of renewal based on satisfactory performance. The role is non-rotational, meaning that the Analyst will be based in Cotabato, Philippines, and will not be required to relocate.
