Job Overview:
The Programme Policy Officer position at WFP is crucial for spearheading the implementation of WFP’s engagement with government counterparts and partners to institutionalize Anticipatory Action (AA) and strengthen national systems for climate and disaster risk management. This role involves providing policy support, technical guidance, and capacity strengthening to advance risk-informed planning, integrated financing, and adaptive shock-responsive mechanisms. The officer will work closely with various ministries and agencies to ensure that AA is integrated into existing disaster risk management frameworks and climate adaptation systems, thereby enhancing the resilience of vulnerable communities in Indonesia. The position requires a proactive approach to disaster preparedness and risk management, focusing on the development and operationalization of a regulatory framework for AA, as well as the coordination of pilot initiatives across selected provinces.

Duties and Responsibilities:
The Programme Policy Officer will be responsible for a wide range of duties, including:
  • Providing technical and coordination support to the Government of Indonesia in developing and endorsing a regulatory framework for Anticipatory Action (AA) across various ministries and agencies.
  • Facilitating the planning and operationalization of the National AA Roadmap and its annual workplans, ensuring coherence with sectoral planning frameworks.
  • Supporting the National Disaster Management Agency (BNPB) in embedding AA into strategic planning instruments and operational tools.
  • Coordinating the implementation of AA pilot initiatives in selected provinces, ensuring local adaptation and strong government ownership.
  • Designing and delivering capacity strengthening initiatives for government counterparts in alignment with WFP’s frameworks.
  • Supporting monitoring, evaluation, and adaptive learning processes related to AA institutionalization.
  • Representing WFP in national and inter-agency coordination forums to ensure policy coherence and strategic collaboration.
  • Engaging with technical ministries to ensure interoperability of data systems and alignment of anticipatory planning.

Required Qualifications:
Candidates must possess an advanced university degree in a relevant field such as Disaster Risk Management, Climate Change Adaptation, Public Policy, Social Protection, Development Studies, or a related discipline. A first-level university degree with additional relevant work experience may be accepted in lieu of an advanced degree. Formal training in results-based management, disaster risk reduction, or climate change is considered an asset. Candidates should also demonstrate strong analytical, writing, and presentation skills, with the ability to synthesize complex information and communicate effectively to diverse audiences.

Educational Background:
The educational background required for this position includes an advanced university degree in fields related to disaster risk management, climate change adaptation, public policy, or development studies. A first-level university degree may be acceptable if accompanied by relevant work experience. Additional formal training in areas such as results-based management or disaster risk reduction is advantageous and may enhance a candidate's suitability for the role.

Experience:
Candidates should have a minimum of five years of progressively responsible professional experience in humanitarian assistance, disaster risk management, climate change adaptation, or design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation at the national or international level. At least one year of this experience should be at the postgraduate professional level. Experience in multi-year policy or program development and coordination with government counterparts is highly desirable, as is a proven track record in developing policies and operational frameworks for disaster risk management and climate adaptation.

Languages:
Fluency in both oral and written communication in the UN language in use at the duty station (English) and Bahasa Indonesia is mandatory. Candidates must be able to draft reports, policy briefs, and deliver presentations in English with clarity and professionalism. Proficiency in additional languages may be considered an asset but is not mandatory for this position.
