Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer (P) position is crucial for the IOM's operations in Afghanistan, where the security landscape is complex and requires expert management. The officer will be responsible for implementing safety and security management procedures that address potential threats to IOM personnel, premises, assets, and operational activities. This role involves direct supervision by the Chief of Mission and technical supervision by the Regional Security Officer. The officer will establish effective working relationships with security officials from other UN organizations and government counterparts to gather up-to-date security information. The position also requires the officer to provide accurate assessments of the security situation and offer recommendations to mitigate risks. The Field Security Officer will develop and implement security training for IOM staff and ensure compliance with UN Security Risk Management Measures. This role is vital for maintaining the safety of IOM operations in a challenging environment.
Duties and Responsibilities: The Field Security Officer will have a comprehensive set of responsibilities, including:
Establishing and maintaining effective working relationships with security officials from other UNSMS organizations and government counterparts.
Providing accurate assessments of the security situation and advising the Chief of Mission on risk mitigation strategies.
Developing and implementing a functioning warden system and conducting regular tests.
Coordinating security training activities and ensuring compliance with IOM and UNSMS standards.
Providing security briefings for personnel and coordinating travel security requirements.
Monitoring compliance with UN Security Risk Management Measures and participating in Security Cell Meetings.
Conducting security risk assessments and supporting the Chief of Mission in business continuity planning.
Supervising Field Security Officers and ensuring appropriate security levels for IOM personnel.
Reporting security matters that impact IOM operations and conducting preliminary inquiries into security breaches. 1
Performing additional duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Candidates should have a minimum of five years of progressively responsible experience in areas such as international relations, security management, or crisis/emergency management. Experience in planning and implementing risk mitigation measures is desirable, as is international experience and management experience in humanitarian or corporate sectors. Specialized experience in security programs and risk assessments is also beneficial.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, or International Relations. A University degree in these fields is acceptable if accompanied by additional years of relevant experience. The educational qualifications must be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices relevant to security management and international relations.
Experience: The position requires a minimum of five years of progressively responsible experience in fields related to international relations, security management, or crisis/emergency management. Candidates should have experience in responding to emergency situations that impact security, as well as experience in planning and implementing risk mitigation measures. International experience is highly desirable, along with management experience in humanitarian, public, or corporate sectors. A minimum of one year of field operations experience is also preferred, along with specialized experience in security programs and risk assessments. Certification from the UN Department of Safety and Security (UNDSS) in relevant areas is an advantage.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of another official UN language, such as Arabic, Chinese, Russian, French, or Spanish, is considered an advantage. The proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in a multilingual environment.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on performance and funding availability. It is classified as a professional level position (P-3). The role requires international mobility, and candidates must meet medical fitness requirements and security clearances. The selection process may also be used to fill similar positions in various duty stations.
