Job Overview:
The position involves leading and coordinating the design, implementation, and oversight of WFP Afghanistan’s Resilience and Food Systems (RFS) portfolio. This role is crucial in ensuring the integration of climate adaptation, disaster risk reduction, and nutrition-sensitive approaches into WFP's programming. The successful candidate will support the design and management of various projects aimed at enhancing community resilience and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, working closely with stakeholders to identify and implement effective strategies. The role requires a strategic mindset to oversee the implementation of initiatives such as small-scale value chains, community infrastructure projects, and vocational skills training, all while ensuring alignment with WFP's broader goals of sustainability and resilience. The candidate will also be responsible for fostering partnerships and building capacity among local partners to enhance the effectiveness of WFP's interventions in the region.

Duties and Responsibilities:
  • Programme Design & Strategic Leadership: Support the design and management of WFP's Resilience and Food Systems programming, ensuring effective coordination and oversight of various initiatives.
  • Climate & Resilience Integration: Formulate community-based resilience initiatives and mainstream climate adaptation into projects.
  • Technical Review & Quality Assurance: Review engineering designs and technical packages for compliance with WFP standards.
  • Food Systems & Livelihood Development: Contribute to climate-smart agriculture projects and mobilize private sector actors for scalable solutions.
  • Partnership Management: Guide partners in developing project proposals and monitor project outputs to ensure compliance with WFP policies.
  • Partner Capacity Building: Provide training and operational guidance to partners on resilience and livelihoods projects.
  • Monitoring, Evidence & Reporting: Review monitoring tools and foster evidence generation for strategic decision-making.
  • Transition & Integration: Support strategies for transitioning from relief to recovery programs.
  • Other Duties: Perform additional tasks as required to support RFS objectives.

Required Qualifications:
Candidates must possess strong leadership and strategic planning skills, with a proven ability to manage complex projects in a humanitarian context. Excellent communication and interpersonal skills are essential for effective collaboration with diverse stakeholders. The role requires a deep understanding of resilience-building strategies, climate adaptation, and food systems, along with the ability to analyze and interpret data to inform decision-making. Candidates should demonstrate a commitment to WFP's values and mission, with a focus on inclusivity and community engagement.

Educational Background:
A relevant advanced degree in fields such as international development, agriculture, environmental science, or a related discipline is required. Candidates with specialized training in climate resilience, food security, or disaster risk reduction will be preferred. Experience:
A minimum of 5 years of progressively responsible experience in program management, particularly in resilience and food systems, is required. Experience working in humanitarian contexts, particularly in Afghanistan or similar environments, is highly desirable. Candidates should have a track record of successfully leading teams and managing partnerships in complex settings.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages such as Dari or Pashto is highly desirable and will be considered an advantage. Proficiency in additional languages may enhance a candidate's profile.
