Job Overview:
The AAP Programme Consultant will play a crucial role in supporting UNFPA's humanitarian programming in Afghanistan, particularly in the coordination of Accountability to Affected People (AAP) and inclusive approaches. This position involves working closely with various stakeholders to ensure that humanitarian responses are guided by the needs and insights of affected communities, especially marginalized groups such as women, girls, and persons with disabilities. The consultant will be responsible for implementing collective strategies and monitoring programs in local communities, ensuring that AAP principles are integrated into all aspects of UNFPA's humanitarian efforts. The role requires a strong commitment to ethical standards and the ability to work effectively in a challenging environment, fostering collaboration among diverse partners.

Duties and Responsibilities:
The AAP Programme Consultant will have a wide range of responsibilities, including: supporting inter-agency coordination on AAP and Inclusion; providing technical advice to humanitarian partners; conducting regular mapping of AAP mechanisms; implementing capacity-building sessions; supporting community feedback mechanisms; conducting field monitoring missions; collaborating with program leads to ensure effective use of AAP-related funds; advising on the integration of AAP into monitoring and evaluation processes; and engaging with youth to promote their participation in community engagement activities. The consultant will also be expected to document and report on corrective actions taken in response to community feedback, ensuring that the voices of affected populations are heard and acted upon.

Required Qualifications:
Candidates must possess an advanced (Master’s) degree in humanitarian action, international development, disaster management, social science, or a related field. A Bachelor’s degree with two years of relevant experience may be accepted in lieu of a Master’s degree. Additionally, candidates should have at least three years of professional experience in humanitarian coordination, disaster management, and AAP, with specific experience in PSEA and disability inclusion being desirable. Strong oral and written communication skills, accuracy in document production, and the ability to work collaboratively with diverse partners are essential. Candidates should also demonstrate cultural sensitivity and the ability to adapt to challenging environments.

Educational Background:
The educational requirements for this position include an advanced degree (Master’s) in a relevant field such as humanitarian action, international development, or social science. A Bachelor’s degree combined with two years of relevant experience may be considered equivalent to a Master’s degree. This educational background is crucial for understanding the complexities of humanitarian programming and the principles of accountability and inclusion in disaster response.

Experience:
The position requires a minimum of three years of professional experience in humanitarian coordination and related fields. Candidates with specific experience in AAP, PSEA, and disability inclusion in disaster response or complex emergencies will be preferred. Experience working with the UN or other international development organizations is an asset, as is familiarity with community engagement and accountability mechanisms.

Languages:
Proficiency in English is mandatory, along with fluency in one of the local languages, either Dari or Pashto. This linguistic capability is essential for effective communication with local communities and stakeholders, ensuring that the needs and feedback of affected populations are accurately conveyed and addressed.
