Job Overview: The position of Partnerships, Communications and Reporting Consultant is based in the Afghanistan Country Office, where the incumbent will be an integral part of the Partnerships, Communications, and Reporting team. Reporting directly to the Head of Partnerships, Communications and Reporting, the consultant will be responsible for coordinating a wide range of partnership activities, conducting analytical work, and performing research. The role requires engagement with various internal stakeholders and a diverse array of public and private sector entities. The consultant is expected to enhance WFP's positioning with partners to secure policy support, resources, and innovative solutions that advance WFP's objectives in Afghanistan, while also supporting member states in achieving the Sustainable Development Goals (SDGs) and the Zero Hunger initiative. The job holder will play a crucial role in ensuring that WFP's contributions are recognized and leveraged effectively.
Duties and Responsibilities: The incumbent will undertake a variety of tasks under the supervision of the Head of Partnerships, Communications and Reporting, including but not limited to:
Implementing the work plan for assigned areas to help WFP identify, develop, and strengthen quality partnerships aligned with strategic objectives.
Actively contributing to a partnerships portfolio, including profiling partners and conducting outreach activities to maximize resources and leverage policy and technical support for WFP's initiatives.
Utilizing data to present well-researched ideas to managers for expanding support from existing partners and identifying new partnership opportunities, guided by programmatic assessments and context-specific analyses.
Compiling and disseminating political and humanitarian analyses relevant to WFP's current and future responses, ensuring that operational reporting reflects country-specific inputs.
Gathering operational updates from various WFP entities to inform partner audiences about WFP's programmatic offerings and drafting quality briefs to highlight strategic issues for senior staff.
Collecting relevant information from media and local sources to facilitate the exchange of data and information across functional networks within WFP, enhancing operational awareness of events that may impact humanitarian efforts.
Presenting internal and external data using key information systems to support WFP's positioning with national governments and international institutions, influencing policy agendas.
Contributing to the development of partnership strategies, including resource mobilization strategies, and drafting quality proposals and reports in collaboration with other WFP entities and external stakeholders.
Providing technical recommendations and guidance for preparedness actions and monitoring defined risks. 1

Required Qualifications: The ideal candidate must possess strong skills in drafting proposals and reports, structuring documents, and revising and editing content, with a particular emphasis on strong English writing skills. The candidate should have experience in exploring new partnership opportunities, contributing to the development of solutions with prospective partners, and identifying areas to scale up existing activities. Excellent written and oral communication skills are essential, including the ability to conduct substantive analysis and produce high-quality reports. Familiarity with resource mobilization processes, contract negotiations, and knowledge management best practices is required. The candidate should demonstrate strong interpersonal skills, a diplomatic approach, and the ability to develop healthy working relationships across functional units. A motivated team spirit and a commitment to fostering a gender-balanced and inclusive work environment are also essential.
Educational Background: Candidates must hold an advanced university degree in Political Science, Economics, Statistics, Information Management, Journalism, Business Management, Social Sciences, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience may be considered sufficient.
Experience: A minimum of five years of relevant postgraduate professional-level work experience in partnerships, fundraising, advocacy, communications, marketing, strategy development, or related fields is required. The candidate should have experience in building and managing partnerships, including developing proposals, soliciting input for reports, drafting agreements, and producing visibility plans or joint strategies.
Languages: Fluency in both oral and written communication in English is mandatory. Proficiency in another UN language is considered an asset and is highly desirable for this position.
