Job Overview: The Consultant for DTM Flow Monitoring Surveys will work under the overall supervision of the Director of the Coordination Office for the Mediterranean and the Chief of Mission in Italy and Malta. The consultant will directly report to the Head of the Programme and Policy Support Unit and will coordinate with the Regional Data Hub in Vienna. The primary function of this role is to support the implementation of the DTM Flow Monitoring Surveys, which are crucial for gathering data on migration flows into Europe. The consultant will be responsible for conducting approximately 35-40 surveys per week, targeting migrants, asylum seekers, and refugees at designated flow monitoring points. This role requires a commitment to IOM's protection principles and adherence to data protection standards. The consultant must also complete mandatory IOM training and attend a one-day DTM training before commencing their consultancy work.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Regularly updating existing information on flow monitoring points (FMPs).
Collecting GPS points of FMPs as necessary.
Liaising continuously with the DTM Focal Point for Italy and other IOM staff to coordinate data collection activities with humanitarian and governmental stakeholders.
Compiling and reporting information on migrants and refugees exiting the reception system, focusing on informal settlements and gathering points.
Conducting 35-40 Flow Monitoring Surveys weekly, utilizing paper forms or tablets (Kobo application).
Ensuring compliance with DTM’s FMS Guidelines during interviews, particularly with vulnerable populations.
Reporting weekly to the DTM Focal Point on activities conducted and issues encountered, providing field feedback and recommendations.
Respecting IOM’s Data Protection Principles.
Performing any other duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a high school diploma with at least three years of relevant experience, or a first-level university degree with at least one year of experience. An advanced university degree (Master’s or equivalent) in fields such as migration, social sciences, anthropology, sociology, law, or humanitarian action is highly desirable. Additionally, candidates should have experience working with vulnerable groups and/or migrants, strong computer skills, particularly in MS Office, and previous experience conducting personal interviews with migrants. A valid European Union working permit is required for non-EU candidates, along with a valid driving license (category B) and access to a personal vehicle. Experience in report writing in both Italian and English is considered an asset, as is previous work with international organizations, NGOs, or EU agencies.
Educational Background: The educational requirements for this position include a high school diploma with a minimum of three years of relevant experience, or a first-level university degree with at least one year of experience. An advanced university degree (Master’s degree or equivalent) in relevant fields such as migration, social sciences, anthropology, sociology, law, or humanitarian action is preferred. This educational background is essential for understanding the complexities of migration and the socio-political context in which the consultant will operate.
Experience: Candidates are expected to have a minimum of three years of experience in relevant fields if they hold a high school diploma, or at least one year of experience if they possess a first-level university degree. Experience in working with vulnerable groups and/or migrants is mandatory. Additionally, candidates should have hands-on experience in conducting personal interviews and be available to travel across the three main areas of Italy (South, Centre, North). Previous experience with international organizations, NGOs, or EU agencies will be considered an asset.
Languages: Fluency in written and spoken Italian and English is required for this position. Knowledge of additional languages such as French, Arabic, Bangla, Tigrinya, Urdu, Pashto, and others is considered an asset. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments. IOM’s official languages are English, French, and Spanish, and candidates should be prepared to demonstrate their language skills effectively.
Additional Notes: The consultancy is categorized as Category B and is set to last for two months within the implementation period from July 1 to November 15, 2025, with a flexible start date. Travel will be required only within the duty station region. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's values, including discrimination and harassment.
