Job Overview:
The Human Resources Officer position at WFP is crucial for supporting the organization’s emergency operations and strategic shift towards recovery in Palestine. The role involves addressing urgent staffing needs and enhancing operational HR readiness in a challenging context marked by significant humanitarian crises. The selected consultant will be responsible for managing high-volume operational HR tasks, leading key HR processes, and providing analytical insights to inform strategic decision-making. This position requires a proactive and solutions-oriented approach, with the ability to navigate complex HR issues in a rapidly changing environment. The consultant will work closely with the Head of HR and junior staff, ensuring the delivery of high-impact, client-focused HR services that align with WFP’s humanitarian and recovery objectives. The role also includes developing sustainable HR solutions that meet both immediate and long-term organizational needs, making it essential for the consultant to possess deep expertise in HR policies and procedures.

Duties and Responsibilities:
  • Lead end-to-end talent acquisition processes, collaborating with hiring managers to define staffing needs, coordinate recruitment planning, and ensure compliance with WFP’s recruitment policies.
  • Drive talent management initiatives by identifying learning and development needs, facilitating skills development plans, and supporting career growth opportunities in collaboration with managers.
  • Support strategic workforce planning and succession management by identifying, developing, and retaining key talent aligned with WFP’s operational requirements.
  • Oversee core HR operations, including contract management, onboarding, and policy compliance, while addressing complex HR queries and providing expert advice.
  • Implement and improve HR policies and systems, recommending enhancements to increase efficiency and compliance, particularly in emergency contexts.
  • Supervise and mentor junior HR staff, providing technical guidance and quality assurance across HR processes.
  • Compile, analyze, and report HR data and workforce trends to support strategic decision-making and ensure organizational visibility on HR activities.
  • Perform other related duties as required, contributing to a flexible HR function that meets evolving organizational needs.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree with additional years of relevant work experience or training may be considered. Candidates should have a minimum of five years of postgraduate professional experience in Human Resources, particularly within international humanitarian development contexts. A broad or specialized knowledge of HR best practices, techniques, and processes is essential, along with the ability to supervise and support junior team members. Strong analytical skills, effective communication abilities, and a client-oriented service approach are also required. Familiarity with UN/WFP specific processes and systems is advantageous.

Educational Background:
An advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field is required. Alternatively, a first university degree combined with additional years of relevant work experience or training may be accepted. Continuous professional development through relevant courses or certifications is also beneficial.

Experience:
The position requires a minimum of five years of postgraduate professional experience in Human Resources, with a focus on international humanitarian development. Candidates should demonstrate a strong understanding of HR best practices and the ability to navigate complex HR issues in a dynamic environment. Experience in emergency contexts and familiarity with talent acquisition and management processes are highly desirable.

Languages:
Fluency in English (level C) is mandatory for this position. Knowledge of Arabic is considered desirable, as it may enhance communication and engagement with local stakeholders and staff.

Additional Notes:
This position is offered as a Consultancy Contract (CST II) with a duration of 11 months. The role is based in East Jerusalem, Palestine, and involves working in a high-demand environment that requires flexibility and responsiveness to evolving organizational needs.
