Job Overview:
The Senior Technical Officer position is situated within the Technical Support & Quality Assurance (TSQA) Section of the Capacity Development and Implementation (CDI) Bureau. The role involves providing specialized technical support in the procurement of aircraft, engines, aeronautical systems, and airport-related equipment and services for ICAO's Technical Cooperation projects. The officer will oversee the technical aspects of procurement processes, ensuring compliance with ICAO's procurement rules and regulations while assisting Member States in aligning with ICAO Standards and Recommended Practices (SARPs). The position requires a strong understanding of project implementation and procurement processes, as well as the ability to liaise effectively with various stakeholders to achieve project goals.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for a variety of functions, including: overseeing and reviewing purchase requisitions to ensure technical completeness; assisting in the preparation and evaluation of technical specifications; coordinating acceptance tests and factory inspections; supervising follow-up activities related to technical questions on contracts; providing operational expertise in aircraft procurement and maintenance, and managing the end-to-end procurement process for aviation-related systems. The officer will also be involved in developing budgetary estimates, evaluating tenders, participating in technical negotiations, and ensuring that procurement strategies align with operational efficiency and regulatory compliance. Additionally, the officer will conduct inspections and audits to ensure compliance with operational suitability.

Required Qualifications:
Candidates must possess a first-level university degree in engineering, aviation, or a related technical field. In lieu of a degree, extensive relevant professional experience in the operation and maintenance of aeronautical systems and equipment may be accepted. Essential qualifications include at least three years of experience in the operation and maintenance of aeronautical equipment and systems, a strong understanding of project implementation and procurement processes, excellent writing and proofreading skills in English, and the ability to think strategically and analyze risks. Familiarity with UN terminologies and a demonstrated ability to manage complexity and adapt to change are also required.

Educational Background:
A first-level university degree in engineering, aviation, or a related technical field is required for this position. Candidates with extensive relevant professional experience in the operation and maintenance of aeronautical systems and equipment may be considered in lieu of a degree. This educational background is essential to ensure that the candidate has the necessary technical knowledge and skills to perform the duties associated with the role effectively.

Experience:
The position requires a minimum of three years of professional experience in the operation and maintenance of aeronautical equipment and systems, with progressive responsibility in advanced aviation technology. Candidates should have a solid understanding of project implementation processes and procurement processes, particularly within the UN and public sector. Experience in business process analysis, reengineering, and optimization is also beneficial, as is familiarity with ICAO's functions and standards.

Languages:
Fluent reading, writing, and speaking abilities in English and Spanish are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, or Russian, is considered desirable and may enhance a candidate's application.
