Job Overview: The Associate Field Operations Officer will serve as the Project Manager for various projects under the Technical Cooperation Programme (TCP) of the CDI. This role involves leading project teams composed of personnel from different CDI Sections and Units, ensuring that projects are developed, implemented, and closed effectively. The incumbent will be responsible for managing the entire project lifecycle, from initiation to closure, ensuring that all outputs meet the specified requirements in terms of time, cost, quality, scope, risk, and benefits. The position requires active participation in preparing project progress reports, identifying lessons learned, and best practices. The incumbent will report directly to the Head of the Operations Unit and may supervise staff members assigned to support project management activities. This role is critical in ensuring that the CDI's projects align with ICAO policies and regulations, and that they deliver value to Member States and stakeholders.
Duties and Responsibilities:
Manage the initiation and start-up of projects, coordinating with CDI Business Development Officers and ICAO Marketing Officers to identify new project opportunities and prepare framework agreements.
Conduct technical assessments of States’ needs and develop implementation approaches, ensuring project documents reflect the desired scope, cost, and quality.
Lead the implementation of projects, controlling progress and managing outputs, while ensuring compliance with CDI key performance indicators.
Oversee project budgets, monitor contributions, and coordinate project requests, ensuring timely processing of local and international recruitment and missions.
Prepare and finalize project documentation, ensuring proper management of project cycles and compliance with ICAO regulations.
Manage project closure, reviewing execution against objectives and communicating lessons learned to management.
Support administrative aspects of the Section and Unit, contributing to the development and implementation of CDI products and services.
Act as a focal point in various ICAO working groups and prepare working papers and presentations for regional meetings.
Required Qualifications: Essential qualifications include a first-level university degree in engineering, aviation, management, business administration, or a related field. A minimum of three years of progressive experience in project management and administration within a civil aviation authority or international organization is required. Candidates should have experience in modern project management practices and demonstrate a strong understanding of the ICAO and the Technical Cooperation Programme. Desirable qualifications include a Project Management Certification (e.g., PRINCE2, PMP) and experience working in an aviation environment or with international organizations.
Educational Background: Candidates must possess a first-level university degree in a relevant field such as engineering, aviation, management, or business administration. A Project Management Certification is desirable but not mandatory.
Experience: The position requires a minimum of three years of experience at progressively responsible levels in project management and administration, particularly within a civil aviation authority or international organization. Experience in using modern project management practices is essential, while experience in an aviation environment or with international organizations is considered an asset.
Languages: Fluent reading, writing, and speaking abilities in English and Spanish are essential for this position. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, or Russian, is desirable but not mandatory.
Additional Notes: This position is initially for a period of eleven months, with the possibility of renewal based on the availability of funds, operational needs, and satisfactory performance. The total monthly salary for this position ranges from CAD 5,097 to CAD 8,12
