Established to align with the ICAO Assembly and Council's policy guidance, CDI aims to enhance strategic partnerships to advance the Sustainable Development Goals (SDGs), promote gender equality, and include young professionals in the workforce. The Bureau is responsible for driving ICAO's work on gender equality in aviation, particularly through the ICAO Gender Equality Programme, which is operationalized by an Implementation Plan 2.
This plan aims to enable the Secretariat to fulfill its UN system accountabilities more efficiently, ensuring effective mainstreaming and implementation of gender equality objectives at ICAO. Currently, the organization is seeking a consultant to facilitate a global study on challenges and opportunities related to enhancing women's participation and development in the aviation sector, reporting to the Chief of Partnerships, Sustainable Development Goals, and Gender in CDI.
Job Overview: The consultant will lead the development of a Landmark Study on Women in Global Aviation, which is part of the broader Gender Equality Project under ICAO’s Transformational Objective. The role involves conducting extensive desk-based research to identify existing relevant research and datasets, consulting with senior experts in the aviation sector to extract primary data, and developing a comprehensive research plan that outlines the scope and methodology of the study. The consultant will also be responsible for creating a questionnaire to gather data from relevant stakeholders, collecting and analyzing this data through both qualitative and quantitative lenses, and preparing a detailed report based on the findings. Additionally, the consultant will support the Bureau in outreach and coordination with stakeholders related to data gathering for the study, ensuring effective collaboration with various sections within ICAO and representing the organization in relevant meetings and forums. This position requires a proactive approach to facilitate the successful execution of the study and contribute to the overall goals of the Gender Equality Project.
Duties and Responsibilities:
Lead the development of the Landmark Study on Women in Global Aviation, achieving results such as: conducting extensive desk-based research, consulting with senior experts, developing a comprehensive research plan, creating and distributing a questionnaire, collecting and analyzing data, preparing an outline and drafting the final report, and creating presentations regarding the methodology and findings.
Support the Bureau in outreach and coordination with relevant stakeholders for data gathering, including liaising with the Aviation Data and Analysis Section and providing input to the Aviation Data and Analysis Panel on gender-related issues.
Represent ICAO in relevant meetings and forums as needed, ensuring effective communication and collaboration with stakeholders.
Perform any other related duties as assigned by the supervisor, contributing to the overall objectives of the Bureau and the Gender Equality Project.
At least seven years of professional experience with a demonstrable understanding of gender equality and the empowerment of women.
Proven experience in producing high-quality knowledge products on gender analysis and solid experience in analytical research in a multinational context.
Excellent networking and teamwork skills, along with strong writing abilities to facilitate the development of studies, policies, frameworks, and reports.
Logical thinking and strong analytical skills are essential for this role.
Educational Background: The position requires an advanced university degree, preferably at the master’s level or its academic equivalent, in fields such as business or public administration, gender studies, project management, law, economics, development studies, international relations, marketing, or related disciplines. This educational background is crucial for understanding the complexities of gender issues and the aviation sector.
Experience: Candidates must have at least seven years of relevant professional experience, demonstrating a thorough understanding of gender equality and women's empowerment. This experience should include producing high-quality knowledge products on gender analysis and conducting analytical research in a multinational context, which requires coordination with diverse stakeholders such as governments, UN agencies, financial institutions, and the private sector.
Languages: Fluency in reading, writing, and speaking English is essential for this position. Additionally, a working knowledge of any other language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and would be considered an asset.
Additional Notes: The selected consultant is expected to be employed for a period of 173 days over 11 months, with the possibility of renewal. This consultancy is categorized in Band C, with a daily rate of CAD 57
