The Capacity Development & Implementation Bureau (CDI) is a part of the International Civil Aviation Organization (ICAO), a specialized agency of the United Nations.   • The Field Operations Section (FOS) within CDI is responsible for managing the Technical Cooperation Programme (TCP), which supports ICAO Member States in achieving strategic objectives and compliance with ICAO standards and practices. The CDI operates globally, providing services to various countries and regions.

Job Overview:
The Field Operations Officer will serve as the Project Manager for CDI projects under the Technical Cooperation Programme (TCP). This role involves leading project teams, ensuring that projects are developed, implemented, and closed effectively. The incumbent will be responsible for managing project outputs within specified tolerances of time, cost, quality, scope, risk, and benefits. The Field Operations Officer will also prepare project progress reports, identify lessons learned, and ensure compliance with ICAO policies and regulations. The position requires close coordination with various stakeholders, including ICAO Member States, project team members, and other CDI sections. The officer will supervise staff members, provide coaching, and manage performance evaluations, ensuring that project management practices align with the 'One-Single Process' approach adopted by CDI.

Duties and Responsibilities:
  • Manage the initiation and start-up of projects for States/Organizations, coordinating with CDI Business Development Officers and ICAO Marketing Officers to identify new project opportunities.
  • Develop project documents, including outline business cases, and submit proposals for approval to the CDI Projects Board.
  • Lead the implementation of projects, ensuring compliance with CDI procedures and key performance indicators.
  • Oversee project monitoring and control, managing outputs and resources effectively.
  • Coordinate project closure, reviewing execution against objectives and communicating lessons learned.
  • Support administrative aspects of the Section and Unit, contributing to the development and implementation of CDI products and services.
  • Prepare and finalize working papers and presentations for regional meetings.
  • Ensure compliance with ICAO regulations and CDI procedures throughout the project lifecycle.

Required Qualifications:
Essential qualifications include a first-level university degree in engineering, aviation, management, business administration, or a related field. A minimum of six years of progressive experience in project management, professional services, and administration of technical assistance within a civil aviation authority or international organization is required. Familiarity with project management practices and a sound understanding of ICAO and the Technical Cooperation Programme are essential. Desirable qualifications include a Project Management Certification (e.g., PRINCE2, PMP) and experience working in an aviation environment or with the United Nations Common System.

Educational Background:
Candidates must possess a first-level university degree in a relevant field such as engineering, aviation, management, or business administration. A Project Management Certification is desirable but not mandatory. This educational background is crucial for understanding the complexities of project management within the civil aviation sector and for effectively contributing to the goals of the CDI.

Experience:
The position requires a minimum of six years of experience at progressively responsible levels in project management and technical assistance within civil aviation or related fields. Candidates should have a proven track record of managing projects, working with international organizations, and understanding the dynamics of technical cooperation. Experience in the United Nations system or with global organizations is highly desirable, as is familiarity with Quality Management Systems.

Languages:
Fluency in reading, writing, and speaking English and Spanish is essential for this position. Candidates with a working knowledge of additional languages such as Arabic, Chinese, French, or Russian will be considered favorably, as this can enhance communication with diverse stakeholders and facilitate project implementation in various regions.

Additional Notes:
This position is initially for a fixed term of eleven months, with the possibility of renewal based on performance and availability of funds. The monthly salary for this position ranges from CAD 7562 to CAD 10,910, depending on qualifications and experience.
