Job Overview:
The Disaster Risk Management Senior Officer will be based in Quito and will report to the Coordinator of Programs and Operations of the Country Cluster Delegation (CCD). This role is pivotal in enhancing the disaster risk management cycle, which encompasses preparedness, response, recovery, and resilience capacities. The officer will work closely with the Ecuadorian Red Cross (ERC) to improve their disaster management programming and advocate for effective response strategies. The position requires ongoing collaboration with regional partners and aims to strengthen the ERC's disaster management capabilities. The officer will regularly deploy to the field to support the National Society, focusing on increasing preparedness for effective response, ensuring timely humanitarian responses during disasters, and designing long-term resilience-building programs. The role also involves submitting monthly progress reports on activities and may require support to other National Societies in emergency situations as directed by the line manager.

Duties and Responsibilities:
The Disaster Risk Management Senior Officer will maintain strong relationships with other CCD/ARO units to ensure timely disaster response by the National Society. Responsibilities include supporting the ERC in managing emergency operations, ensuring that disaster response outcomes are achieved within specified timeframes and budgets, and preparing accurate narrative reports in line with project agreements. The officer will ensure that disaster operations align with International Federation guidelines and policies, manage Disaster Response Emergency Fund operations, and provide technical guidance for effective emergency operations. The officer will also contribute to operational strategies based on assessed needs, conduct comprehensive assessments, monitor regional threats, and support the NS in child protection and safeguarding measures. Coordination with various technical support units and facilitating collaboration with partners in disaster response are also key responsibilities. The officer will assist in developing a Rapid Response Personnel capacity to ensure regional deployment capabilities.

Required Qualifications:
Candidates must possess a University Degree in social sciences, law" style="border-bottom: 1px dotted #007bff !important;">international law, humanitarian law, international relations, or a related field. Completion of an Operations Management Course (OMC) is required, along with preferred training in IMPACT, FACT, ERU, RIT/RDRT, ENAP, CAP, or ETL. Additional preferred qualifications include a relevant degree in Disaster Risk Management, Conflict Management, Development Planning, or related areas. Candidates should demonstrate strong knowledge of disaster risk management principles and practices, as well as experience in humanitarian response.

Educational Background:
A University Degree in social sciences, international law, humanitarian law, international relations, or a related field is required. Candidates are expected to have completed an Operations Management Course (OMC) and preferred training in various disaster response methodologies. A relevant degree in Disaster Risk Management or related fields is also preferred.

Experience:
Candidates should have a minimum of 5 years of experience in disaster preparedness and response, with at least 5 years of field experience in coordinating disaster and crisis management projects. Experience in project cycle management, including proposal development, budgeting, and reporting, is required. Preferred experience includes at least 3 years working with the Red Cross/Red Crescent Movement or similar humanitarian organizations, managing donor relations, and leading emergency operations in the field.

Languages:
Fluency in spoken and written Spanish is mandatory, along with proficiency in spoken and written English. Knowledge of another IFRC official language, such as French, or any other relevant regional language is preferred.
