Job Overview: The Transport Assistant position is crucial for the efficient delivery of transport services within the OSCE Programme Office in Bishkek. Duties and Responsibilities: The Transport Assistant will be responsible for implementing OSCE regulations related to transport and fleet management, scheduling and supervising drivers, reviewing transportation requests, conducting driving assessments, and coordinating training for mission members. The role includes advising on traffic regulations, issuing driving permits, maintaining vehicle insurance lists, and processing accident documentation. The assistant will also collect and process vehicle trip tickets, record fuel consumption, prepare monthly reports, and assist with audits. Additionally, the Transport Assistant will manage vehicle maintenance schedules, scrutinize repair costs, and maintain a history of repairs. The position requires updating the Fleet Management plan and providing recommendations for vehicle replacements, as well as ensuring compliance with fleet systems and monitoring utilization and fuel consumption.
Required Qualifications: Candidates must have completed secondary education with specialized training in vehicle maintenance, transport services, or logistics. A minimum of four years of relevant experience is required, with a preference for experience in international organizations. A valid driving license (categories 'B' and 'C') is mandatory. Candidates should possess a thorough understanding of transport and administrative procedures, experience in logistical support, and advanced computer literacy, particularly in Microsoft Office applications. Familiarity with fleet management and ERP software is an asset. Candidates should demonstrate gender awareness and the ability to work in diverse teams while maintaining impartiality.
Educational Background: The position requires a completed secondary education, supplemented by specialized training in vehicle maintenance, transport services, or transport logistics. This educational background is essential for understanding the technical and administrative aspects of transport operations within the OSCE framework.
Experience: The ideal candidate should have a minimum of four years of working experience in vehicle maintenance, transport logistics, or fleet management. This experience can be reduced to three years with a first-level university degree or two years with a second-level university degree. Additional Notes: The position is a fixed-term contract at the General Services level (G4) with a full-time schedule. Appointments are typically made at Step 1 of the OSCE salary scale, with potential for higher initial appointments based on relevant experience.
