Job Overview: The Data Management Officer will be part of the Innovation Impact & Information department, specifically within the MEAL/Information Management team, which consists of six members. The primary responsibility of this role is to facilitate the collection and utilization of operational data from HI's projects. The officer will support program teams in deploying mobile data collection tools and data visualization methods, such as dashboards and mapping. Additionally, the role involves influencing funding bodies regarding data-intensive projects. The officer will also be responsible for ensuring the protection of personal data within HI's projects, capitalizing on best practices, and producing training materials to promote these frameworks.
Duties and Responsibilities:
Facilitate the dissemination of frameworks and tools necessary for the protection of personal data in HI's projects. This includes capitalizing on best practices, producing and updating frameworks and toolkits, creating training materials such as guides and remote training sessions, and promoting these tools. The officer will also monitor the deployment of standards related to personal data protection.
Respond to requests and propose analyses and data visualizations for the Technical Directions and the 3i Direction. This includes creating dashboards using Power BI, updating existing dashboards, automating updates, maintaining and evolving these dashboards, and ensuring their dissemination and appropriation by end users. The officer will also identify and propose relevant analyses that meet the needs related to the implementation of HI's social mission.
Provide support to MEAL and IM teams on data collection, visualization, and analysis. This involves assisting with the deployment of SurveyCTO and/or Power BI in the field, enhancing the skills of MEAL/IM teams on these tools, producing necessary resources for recurring program needs in data visualization and analysis, and providing expert-level support on Power BI and/or SurveyCTO. The officer will also facilitate a community of practice among IM managers on these aspects.
Lead major digitalization initiatives and reflect on the integration and future of digital project management tools at HI, in collaboration with the Project Management Specialist. This includes working on project specifications related to beneficiary data collection, HI's project database, and project management.
Develop an influence strategy by proposing structuring data projects to funding bodies, particularly the MAE Luxembourg. The officer will propose data-intensive structuring projects in collaboration with Technical Directions and the IT Department, and develop an influence strategy to secure funding from donors, including the MAE Luxembourg. The officer will also promote synergy with other units within the department and with other directions regarding information management aspects.
Required Qualifications: The position requires at least 2 years of experience in Information Management (IM) or MEAL (Monitoring, Evaluation, Accountability, and Learning). Candidates should have significant experience in NGOs, ideally in humanitarian or development contexts. Technical skills required include proficiency in a Business Intelligence tool, preferably Power BI, good knowledge of database management, advanced Excel skills, mastery of at least one statistical analysis tool (such as R or SPSS), familiarity with mapping software (like QGIS or ArcGIS), and expertise in mobile data collection tools (such as ODK, KoboToolbox, or SurveyCTO). Soft skills include excellent prioritization, analytical and synthesis abilities, strong written and oral communication skills, high rigor, organizational skills, autonomy, good interpersonal skills, and a pedagogical approach, especially in skills transfer.
Educational Background: A relevant educational background in fields such as data management, information technology, statistics, or a related discipline is required for this position. Candidates should possess a strong understanding of data management principles and practices, as well as the ability to apply these in a humanitarian or development context.
Experience: Candidates must have a minimum of 2 years of professional experience in Information Management or MEAL, with significant experience in NGOs, ideally in humanitarian or development settings. This experience should demonstrate the ability to manage data effectively and support program teams in utilizing data for decision-making.
Languages: Fluency in French and English is mandatory, both orally and in writing. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: The contract is a fixed-term contract (CDD) for 18 months, with a full-time workload of 40 hours per week. The compensation includes an attractive salary with a 13th-month bonus and benefits such as meal vouchers. Remote work is allowed one day per week.
