Job Overview: The Senior Human Resources Assistant plays a crucial role in the Executive Office by supporting the recruitment and placement of candidates for various positions within the organization. This position requires a strong understanding of human resources policies and procedures, as well as the ability to manage multiple tasks efficiently. The role involves evaluating and screening applications, preparing candidate profiles, conducting preliminary interviews, and maintaining job opening files. The assistant will also oversee the work of other Human Resources Assistants, ensuring that all administrative transactions are processed accurately and timely. Additionally, the role includes advising staff on visa matters and processing requests related to conditions of service and entitlements. The Senior Human Resources Assistant will also contribute to staff development initiatives and assist in the classification of positions, providing guidance on classification procedures and documentation.
Duties and Responsibilities: The Senior Human Resources Assistant will be responsible for a wide range of duties including:
Participating in the selection of candidates for various positions, including evaluating applications and conducting interviews.
Providing input into the development of HR policies and procedures.
Overseeing the maintenance of job opening files and tracking the status of job openings.
Reviewing recommendations on candidate selections and preparing cases for central review bodies.
Monitoring the work of Human Resources Assistants in processing personnel actions and maintaining staffing tables.
Advising staff on visa matters and processing requests for entitlements.
Reviewing and processing classification requests and providing advice on classification procedures.
Conducting research on HR-related issues and preparing reports. 1
Supervising the maintenance of automated databases and filing systems. 1
Preparing written responses to HR-related queries and performing other duties as required.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A minimum of ten years of progressively responsible experience in human resources management or related fields is required. This experience is reduced to eight years for candidates with a first-level university degree or higher. Candidates should have experience in implementing staff selection and recruitment processes, as well as approving HR benefits and entitlements within the United Nations or a comparable international organization. Familiarity with complex staffing tables and post management is desirable, along with experience in preparing HR statistics and working in an Executive Office environment.
Educational Background: The educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher will have a reduced experience requirement, indicating that higher education is valued in this role.
Experience: The position requires a minimum of ten years of progressively responsible experience in human resources management, administrative services, or a related area. This requirement is reduced to eight years for candidates who possess a first-level university degree or higher. Candidates must have at least two years of experience in implementing staff selection and recruitment processes, as well as experience in approving HR benefits and entitlements in a UN or similar international context. Additional desirable experience includes working with complex staffing tables and preparing HR reports.
Languages: Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and proficiency in another official UN language is considered an advantage, reflecting the UN's commitment to multilingualism and diversity in its workforce.
Additional Notes: This position is funded through extra budgetary resources and is temporarily available until 31 December 202
