Job Overview:
The primary objective of this consultancy is to design and implement an integrated Monitoring and Reporting (M&R) dashboard that facilitates streamlined communication, vigilant monitoring, and data-informed decision-making related to key transformative results identified in the program. The consultant will lead the design and implementation of the M&R system, liaising with the UNFPA team, and will be responsible for data collection, developing protocols, and creating user-friendly reporting templates. The dashboard will utilize secondary routine monitoring data collected at national and district levels, focusing on indicators related to Sexual and Reproductive Health and Rights (SRHR), Adolescent and Youth SRH, Gender, and Humanitarian issues. The consultant will also train UNFPA staff on managing the PowerBI M&R dashboard system, ensuring they can effectively navigate and disseminate data.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Leading the design phase of the M&R dashboard, defining objectives, scope, and data sources.
  • Developing a comprehensive data collection plan and management protocols to ensure data accuracy.
  • Engaging stakeholders for input and feedback on the dashboard's design and functionality.
  • Building the M&R dashboard with real-time data updates and user-friendly features.
  • Training UNFPA staff on the dashboard's management and data dissemination.
  • Conducting rigorous testing and quality assurance of the dashboard.
  • Generating and distributing regular reports to stakeholders, documenting best practices and lessons learned.
  • Conducting a comprehensive year-end evaluation and producing a final report with recommendations.

Required Qualifications:
The position requires a completion of secondary education in computer science/IT, demography, population studies, statistics, or a related field, with a bachelor's degree being desirable. Candidates must have at least six years of experience in developing data systems or dashboards, particularly in international development and humanitarian assistance. Experience with data systems commissioned by UN organizations or NGOs is essential, along with a proven track record in training and setting up PowerBI dashboards. Candidates should also demonstrate in-depth knowledge of qualitative and quantitative data collection methods, and the ability to integrate human rights and gender perspectives into data processes.

Educational Background:
Candidates are expected to have completed secondary education in relevant fields such as computer science, IT, demography, population studies, or statistics. A bachelor's degree in these areas is preferred, indicating a higher level of education and expertise in the relevant disciplines.

Experience:
The consultant should possess a minimum of six years of relevant experience in developing data systems or dashboards, particularly within the context of international development and humanitarian assistance. Experience working with UNFPA or similar organizations is considered an asset, as is familiarity with the national development context of Malawi. The ability to analyze and synthesize large volumes of data from diverse sources is crucial for this role.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language of communication within the organization and for the consultancy.

  • The work will primarily be desk-based and conducted virtually, with potential travel to the UNFPA office in Lilongwe as needed. The consultant will work under the guidance of the UNFPA M&E Specialist and will be supported by the management and program team. The consultancy is designed to ensure gender equality and diversity, encouraging applications from underrepresented groups.
