Job Overview:
The International Operations Manager (IOM) plays a crucial role in supporting the delivery of the UNFPA country programme, which is aligned with the 2030 Agenda. The IOM is responsible for strategic planning and management of UNFPA operations, which includes overseeing financial and human resources management, procurement, IT, travel and logistics, and security" style="border-bottom: 1px dotted #007bff !important;">security of UNFPA premises and staff. This position requires a proactive approach to advising the Representative on compliance, cost-effectiveness, and innovative solutions to complex challenges. The IOM will lead a broad portfolio of operations, ensuring that the country programme is effectively implemented and that UNFPA's resources are utilized efficiently. The role also involves building capacity within the team and fostering a culture of performance and accountability.

Duties and Responsibilities:
The IOM will be responsible for the strategic direction of UNFPA operations, ensuring that the country programme is delivered effectively and transparently. Key responsibilities include:
  • Strategic Direction: Contributing to the delivery of the country programme, ensuring compliance with established policies and procedures, and meeting management targets.
  • Day-to-Day Management: Overseeing financial management, ensuring the integrity of financial systems, and supervising operations staff.
  • Human Resources Administration: Coordinating HR administration, providing timely advice on HR processes, and liaising with HR partners.
  • Common Services Coordination: Supporting the development and management of common services with other UN agencies.
  • Safety and Security: Ensuring compliance with security standards and representing UNFPA in relevant meetings.
  • Partnership Building: Engaging with inter-agency administrative meetings and promoting a client-oriented approach among operations staff.
  • Additional Duties: Performing any other tasks as required by the County Representative or Regional Office management.

Required Qualifications:
Candidates must possess a postgraduate university degree in Public Administration, Business Administration, Economics, Management, or a related field. They should have at least 7 years of experience in development within governmental, multilateral, or civil society organizations, including a minimum of 3 years in a managerial role. Strong knowledge in procurement, financial and human resources management, and the ability to lead strategic planning and results-based management are essential. Candidates should demonstrate the ability to build strong relationships, focus on results, and respond positively to feedback. Experience in international development and a commitment to UN principles are also required.

Educational Background:
A postgraduate university degree in relevant fields such as Public Administration, Business Administration, Economics, Management, or other related disciplines is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to manage complex operations effectively.

Experience:
Candidates should have a minimum of 7 years of relevant experience in development, with at least 3 years in a managerial capacity within a complex organizational setting. Experience in international development, particularly in humanitarian contexts, is highly desirable. The ability to lead teams, manage resources effectively, and implement new systems is crucial for success in this role.

Languages:
Fluency in English is mandatory for this position. Proficiency in any other UN languages, such as Arabic, Chinese, French, Russian, or Spanish, is considered an asset and will be advantageous for candidates.
