Job Overview:
The Finance Officer plays a crucial role in ensuring the effective execution of financial services and processes within the Country Office (CO) of UNDP. This position requires a collaborative and client-oriented approach, adhering to UNDP's rules and regulations. The Finance Officer will work closely with the finance unit and relevant operational units, providing high-quality support for financial management activities. The role involves overseeing financial processes, maintaining financial records, and ensuring compliance with UNDP policies. The Finance Officer is expected to adapt operational strategies and processes to meet the evolving needs of the organization, while also promoting transparency and accountability in financial resource utilization. This position is integral to the overall financial health of the CO and requires a proactive approach to problem-solving and communication with various stakeholders.

Duties and Responsibilities:
The Finance Officer's duties and responsibilities include:
  • Supporting the administration and implementation of operational strategies, ensuring compliance with UNDP Programme and Operations Policies and Procedures (POPP). This includes maintaining financial records, preparing reports, and implementing internal control frameworks.
  • Assisting in the management of budgets for CO projects, including preparing budget revisions and ensuring accurate record-keeping of funds.
  • Providing accounting and administrative support to the finance unit, including managing supporting documents for payments, preparing financial reports, and maintaining internal expenditure control systems.
  • Ensuring proper cash and treasury management, including reviewing cash positions, preparing bank reconciliations, and initiating bank transfers.
  • Facilitating knowledge building and sharing within the CO, organizing training for staff on finance and compliance matters, and contributing to knowledge networks.
  • Performing other duties as necessary for the efficient functioning of the office and the organization.

Required Qualifications:
The ideal candidate for the Finance Officer position should possess strong analytical and financial management skills, with a proven ability to work collaboratively in a team environment. Candidates should demonstrate a high level of professionalism and integrity, with a commitment to UNDP's mission and values. Proficiency in financial software and tools, as well as a solid understanding of financial regulations and compliance requirements, is essential. The candidate should also possess excellent communication skills, both written and verbal, to effectively engage with various stakeholders and present financial information clearly and concisely.

Educational Background:
Candidates should have a bachelor's degree in finance, accounting, business administration, or a related field. A master's degree or professional certification in finance or accounting (such as CPA or ACCA) is highly desirable and may enhance the candidate's qualifications for the role.

Experience:
The Finance Officer position requires a minimum of 3-5 years of relevant experience in financial management, accounting, or related fields. Candidates should have experience working in an international organization or a similar environment, with a demonstrated ability to manage financial processes and reporting effectively. Experience in the UN system or familiarity with UNDP policies and procedures is an advantage.

Languages:
Fluency in English is mandatory for this position, as it is the working language of UNDP. Knowledge of additional languages, particularly local languages spoken in Ethiopia, is considered an asset and may enhance communication with local stakeholders.

This position is a national UN Volunteer assignment, which means that the selected candidate will be responsible for arranging their own housing and living essentials. The role is full-time, and the incumbent will be expected to engage actively with various teams and projects within the organization.
