GIZ collaborates with various partners, including the Swiss NGO Helvetas and the Swiss Federal University for Vocational Education and Training (SFUVET), to achieve its objectives in the field of technical and vocational education and training (TVET).
Job Overview: The International TVET Expert and Team Leader will be responsible for the overall management, strategic leadership, and coordination of the ASEAN-Swiss TVET Initiative (ASTI). This position requires a strong focus on project management and collaboration with various stakeholders, including government bodies, private sector partners, and regional organizations. The expert will oversee the implementation of a standardized Work-Based Learning (WBL) concept, which aims to enhance the employability of young individuals, particularly those with limited education and skills. The role involves maintaining regular communication with the ASEAN Secretariat and SDC, fostering relationships with relevant partners, and ensuring alignment with national and regional initiatives. The expert will also be tasked with advising collaboration partners on best practices in TVET and WBL, managing consultants and consortium partners, and fulfilling additional responsibilities as assigned by GIZ and SDC.
Duties and Responsibilities: The duties and responsibilities of the International TVET Expert and Team Leader include:
Overall project management and strategic leadership, including coordination with Helvetas staff in Vientiane and Yangon.
Communication with and technical/financial reporting to the ASEAN Secretariat and SDC.
Maintaining regular dialogue with relevant government, private sector, and other partners at both national and regional levels.
Fostering trustful relations with ASEAN bodies such as the ASEAN TVET Council and SOMED.
Coordination with collaboration partners, including the ASEAN Secretariat and various development programs in Cambodia, Lao PDR, and Myanmar.
Organizing and managing regional coordination meetings and ensuring alignment with national meetings.
Advising partners on international and Swiss good practices in TVET and WBL.
Overseeing the recruitment, management, and reporting of consultants and consortium partners.
Fulfilling other tasks as assigned by GIZ Eschborn and/or SDC Cambodia.
Required Qualifications: The required qualifications for this position include:
A Master’s degree (or equivalent) in Economics, Social Sciences, Educational Sciences, Engineering, Business Administration, or a relevant field. In the absence of such a degree, a minimum of 15 years of professional experience in TVET sectors is required.
Excellent command of written and spoken English.
Full computer literacy.
A minimum of 10 years of experience in international development cooperation.
At least 5-10 years of professional experience in the field of TVET.
A minimum of 10 years of experience in implementing TVET-related projects, including at least 5 years in a team leader position, preferably in ASEAN countries.
At least 5 years of experience in project/program management related to TVET with multi-stakeholders.
A minimum of 5 years of experience in implementing capacity building projects related to TVET.
At least 5 years of experience in dual-training, apprenticeship training, and/or workplace-based learning. 1
Relevant experience in developing competency-based occupational standards and curricula, designing assessment and certification processes, and contributing to drafting regulations and guidelines related to TVET is highly desirable. Familiarity with the Swiss TVET system and related SDC policies would be a strong asset.
Educational Background: The educational background required for this position includes a Master’s degree or higher in relevant fields such as Economics, Social Sciences, Educational Sciences, Engineering, or Business Administration. In cases where candidates do not possess a Master’s degree, a minimum of 15 years of professional working experience in the TVET sector is mandatory. This educational requirement ensures that the candidate has a solid foundation in the principles and practices relevant to the role.
Experience: The level of experience needed for this position is substantial, with a minimum of 10 years in international development cooperation and at least 5-10 years specifically in the field of TVET. Candidates should have a proven track record of implementing TVET-related projects, with at least 5 years in a leadership role. Experience in managing multi-stakeholder projects and capacity building initiatives is essential, along with a strong background in dual-training and workplace-based learning.
Languages: The mandatory language requirement for this position is an excellent command of written and spoken English. Proficiency in additional languages relevant to the ASEAN region would be considered an asset, enhancing communication with diverse stakeholders and partners.
