Job Overview: The ICT Specialist will play a crucial role in enhancing the ICT capacities of Montenegro's judiciary as part of the project "Enhancing Capacities and Preparedness of Montenegro’s Judiciary for EU Integration," funded by the European Union. This position involves developing a methodology for assessing the ICT capabilities within judicial institutions, conducting assessments, and supporting the implementation of initial activities aimed at improving the ICT capacity of the Ministry of Justice (MoJ) and the judiciary. The specialist will collaborate with the MoJ and other stakeholders, conducting site visits to gather data on existing ICT conditions, analyzing current software and hardware solutions, and preparing comprehensive reports with recommendations for future improvements. The role requires a proactive approach to modernizing ICT infrastructure and providing subject-matter advice for investments in the judiciary.
Duties and Responsibilities: The ICT Specialist will be responsible for the following key duties:
Develop a methodology for assessing the information systems and ICT infrastructure in the judiciary through a consultative process with stakeholders.
Conduct site visits to various judicial institutions, including the MoJ, Judicial and Prosecutorial Councils, courts, and state prosecution offices, to gather data and insights.
Perform additional duties as required within the scope of services.
Required Qualifications: Candidates must possess an Advanced University Degree in Information Technology or a related field. Alternatively, a University Degree (bachelor’s degree or first level) combined with two additional years of relevant professional experience may be accepted in lieu of the Advanced Degree. A valid driving license is considered an asset. Candidates should demonstrate a strong understanding of ICT systems and infrastructure, particularly in the context of judicial systems.
Educational Background: An Advanced University Degree in Information Technology or a related field is required. Candidates with a bachelor's degree and two additional years of relevant professional experience may also be considered. A driving license is an asset.
Experience: A minimum of five years of experience in ICT systems and infrastructure analysis is required. Experience with assessments, projects, and actions related to the judicial system and high-security" style="border-bottom: 1px dotted #007bff !important;">security facilities is advantageous. Familiarity with the context of Montenegro or the Western Balkans region is a plus, as is experience working with governmental institutions, international organizations, and donors.
Languages: Fluency in English and Montenegrin (speaking, reading, and writing) is mandatory for this position. Candidates who possess additional language skills may have an advantage, although the primary requirement is proficiency in these two languages.
Additional Notes: The contract type for this position is a Local Individual Contractor Agreement (LICA), specifically at the LICA 10 level (ICS 10). The contract duration is up to 100 working days within a one-year period. Candidates are required to complete a few Mandatory Courses (approximately 4 hours) in their own time before commencing services with UNOPS.
