Job Overview: The National Environmental Policy Specialist position is a consultancy role that involves providing expert advice and support in the development and implementation of environmental policies in Montenegro. Duties and Responsibilities: The duties and responsibilities of the National Environmental Policy Specialist include but are not limited to: conducting comprehensive assessments of existing environmental policies and regulations; identifying gaps and opportunities for improvement; providing technical assistance in the formulation of new policies and strategies; facilitating stakeholder consultations and workshops to gather input and build consensus; preparing detailed reports and policy briefs that summarize findings and recommendations; collaborating with government officials and other partners to ensure effective implementation of policies; monitoring and evaluating the impact of environmental policies and programs; and contributing to capacity-building initiatives aimed at enhancing the skills and knowledge of local stakeholders in environmental governance.
Required Qualifications: Candidates must possess a strong background in environmental science, policy analysis, or a related field. A proven track record of working on environmental issues, particularly in the context of policy development and implementation, is essential. The ideal candidate should have excellent analytical and problem-solving skills, as well as the ability to communicate complex information clearly and effectively to diverse audiences. Experience working with government agencies, NGOs, and international organizations is highly desirable. Familiarity with the environmental policy landscape in Montenegro and the broader region will be an advantage.
Educational Background: A Master's degree in Environmental Science, Environmental Policy, Public Policy, or a related field is required. Candidates with a PhD or equivalent experience in a relevant discipline will be given preference. Additional certifications or training in environmental management, sustainable development, or related areas will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant professional experience in environmental policy development, implementation, or analysis. Experience working in consultancy roles or with international organizations, particularly in the context of environmental governance, is highly desirable. Candidates should demonstrate a strong understanding of the challenges and opportunities related to environmental management in Montenegro and the region.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Montenegrin or other regional languages is considered an asset and will enhance communication with local stakeholders.
Additional Notes: This consultancy position is for a fixed term from July 1, 2025, to December 26, 2025, encompassing a total of 65 consultancy days. The role is part-time and may require flexibility in working hours to accommodate stakeholder meetings and consultations. The consultant will be compensated according to UNDP's established rates for individual contractors, and benefits may include access to professional development opportunities and networking within the UN system.
