Job Overview: The Planning, Monitoring and Evaluation Officer will play a crucial role in supporting the ILO's efforts in Syria, particularly in the context of recovery and job creation following years of crisis. This position involves overseeing the design, monitoring, and evaluation of projects under the Programme of Support (PoS) to ensure effective implementation and alignment with ILO policies and strategies. The officer will work closely with various stakeholders, including UN partners and government institutions, to facilitate capacity-building workshops and technical discussions aimed at enhancing the social protection system in Syria. The role requires a strong focus on quality control and methodological support to ensure that all activities meet established standards and contribute to the overall goals of the ILO in the region.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties, including:
Ensuring quality control and providing methodological support for the design, monitoring, and evaluation of projects and the Programme of Support (PoS).
Coordinating with the Decent Work Technical Support Team and other project managers to ensure compliance with methodological standards for data collection and evaluation frameworks.
Monitoring and evaluating the PoS in collaboration with the Results and Planning Unit and the Programming and Management Department at ILO headquarters.
Supporting the planning and execution of decentralized ILO programme evaluations, including strategic reviews and impact assessments.
Drafting reports and preparing briefs for management based on evaluation results. 1
Attending UN interagency groups and taskforces as required. 1
Performing other relevant duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in economics, business or public administration, social science, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have a strong understanding of the ILO's mission and objectives, as well as the ability to work effectively in a multicultural environment. Excellent organizational skills and the ability to work independently with minimal supervision are essential.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as economics, business or public administration, or social sciences. A first-level university degree (Bachelor’s or equivalent) may be accepted if accompanied by additional relevant experience. This educational foundation is crucial for understanding the complexities of program design, management, and evaluation within the context of the ILO's work in Syria.
Experience: Candidates should have a minimum of five years of professional experience in programme or project design, management, monitoring, and evaluation. Out of this, at least three years of experience at the international level is desirable. Experience in delivering training courses and managing evaluations is highly valued, as is a proven track record in implementing and overseeing projects in challenging environments.
Languages: Fluency in English is mandatory, with excellent command of written and spoken English. Proficiency in Arabic is considered an advantage, as it will facilitate communication and collaboration with local stakeholders and partners in Syria.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension subject to availability of funds and satisfactory performance.
