Job Overview:
The Palestine Humanitarian Access and security" style="border-bottom: 1px dotted #007bff !important;">security-manager" style="border-bottom: 1px dotted #007bff !important;">Security Manager (HASM) plays a crucial role in ensuring the safety and security of Humanity & Inclusion's personnel and property while facilitating access to vulnerable populations in volatile contexts. The HASM will work under the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be based in Amman, Jordan, with regular visits to the West Bank and Gaza Strip. This position is essential for supporting country managers and their teams in analyzing the operational context, anticipating potential impacts, and finding solutions to enhance the delivery of humanitarian assistance. The HASM will be responsible for developing and implementing security policies, conducting security analyses, and providing guidance on evolving security risks. The role requires a proactive approach to managing security and access challenges while fostering collaboration and communication among team members and stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Palestine Humanitarian Access and Security Manager include: 1) Management: Leading by example and embodying the values of Humanity & Inclusion; clarifying and translating strategy into operational objectives; organizing the operational management of the team; assuming HR responsibilities and coaching team members; 2) Standards and Expertise: Supporting the development and implementation of HI's Humanitarian Access and Security (HAS) system; ensuring compliance with HI's security policy and operational guidelines; recommending the development of specific procedures and guidelines; 3) Operational Implementation: Monitoring and analyzing the regional context; developing a network of contacts for information sharing; producing security analyses and recommendations; participating in operational planning; providing advice on security risks; conducting field visits; ensuring internal coordination on security matters; managing incidents and crises; evaluating training needs; directing emergency preparedness actions; 4) Representation and Coordination: Representing HI in meetings with humanitarian actors and local stakeholders; maintaining and expanding HI's network of contacts with key staff of INGOs and UN agencies.

Required Qualifications:
The required qualifications for the Palestine Humanitarian Access and Security Manager position include: a minimum of 6 years of overall professional experience in access and security functions, with at least 3 years in conflict-affected countries; strong negotiation skills; ability to manage stress; proficiency in English is mandatory, while Arabic and Hebrew language skills are considered a strong asset; ability to support team members in their professional development; capacity to simplify and prioritize tasks effectively; and a proactive approach to problem-solving and decision-making.

Educational Background:
The educational background required for this position typically includes a degree in a relevant field such as international relations, security studies, humanitarian affairs, or a related discipline. Advanced degrees or specialized training in security management or humanitarian access may be advantageous.

Experience:
Candidates should possess at least 6 years of professional experience in access and security functions, with a significant portion of that experience (at least 3 years) in conflict-affected countries. This experience should demonstrate a strong understanding of security management principles and practices in volatile environments.

Languages:
Proficiency in English is mandatory for this position. Knowledge of Arabic and Hebrew is considered a strong asset, as it enhances communication and collaboration with local stakeholders and communities.

Additional Notes:
The position offers a 12-month international contract starting from 10th July 202
  • The contract includes social coverage adapted to the context of the mission, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at 2869€, with additional per diem allowances for work in Jordan and Palestine. Hardship allowances are provided for work in Gaza and the West Bank. Employees are entitled to 25 days of paid leave per year, and there are provisions for rest and recuperation (R&R) days. The position is unaccompanied, with support for travel costs and personal effects transport. The organization is open to couples and families, offering additional benefits such as child allowances and contributions to school registration fees.
