Job Overview: The National Consultant for Loss and Damage Stocktaking Exercise will play a crucial role in assessing and documenting the impacts of climate change-related loss and damage in Mozambique. This position involves conducting a comprehensive stocktaking exercise to evaluate existing data, policies, and practices related to loss and damage. The consultant will be expected to engage with various stakeholders, including government agencies, civil society organizations, and local communities, to gather insights and information. The role requires a deep understanding of climate change issues, particularly in the context of developing countries, and the ability to analyze and synthesize complex information into actionable recommendations. The consultant will work for a period of 30 working days, and proposals must be submitted through the designated UNDP supplier portal by the specified deadline.
Duties and Responsibilities: The consultant will be responsible for the following duties and responsibilities:
Conduct a thorough review of existing literature and data on loss and damage related to climate change in Mozambique.
Engage with key stakeholders, including government officials, NGOs, and community representatives, to gather qualitative and quantitative data.
Analyze the collected data to identify trends, gaps, and opportunities for addressing loss and damage.
Prepare a comprehensive report detailing findings, recommendations, and potential strategies for mitigating loss and damage in Mozambique.
Present findings to stakeholders and facilitate discussions on the implications of the results.
Ensure that all work is conducted in accordance with UNDP guidelines and standards.
Provide regular updates to the UNDP project team on progress and any challenges encountered during the assignment.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A strong background in climate change, environmental science, or a related field.
Proven experience in conducting research and analysis on climate change impacts, particularly in developing countries.
Familiarity with loss and damage frameworks and policies, especially those relevant to the UNFCCC.
Excellent communication skills, both written and verbal, with the ability to present complex information clearly and concisely.
Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.
Educational Background: Candidates should have at least a Master's degree in environmental science, climate change, international development, or a related field. A PhD in a relevant discipline would be an advantage, particularly for those with extensive research experience.
Experience: The position requires a minimum of 5 years of relevant professional experience in climate change research, policy analysis, or related fields. Experience working with international organizations, particularly in the context of loss and damage, is highly desirable. Candidates should also have a track record of engaging with stakeholders at various levels, including government, civil society, and local communities.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Portuguese is highly desirable, given the local context of Mozambique. Knowledge of other local languages would be an asset, as it may facilitate engagement with communities.
Additional Notes: This position is offered as an individual contractor role for a fixed period of 30 working days. The consultant will be expected to work remotely and may need to travel within Mozambique for stakeholder engagement. The contract will be governed by UNDP's procurement policies, and compensation will be commensurate with the consultant's experience and qualifications. The deadline for submitting proposals is 18-Jun-25, and all submissions must be made through the UNDP supplier portal.
