Job Overview: The Senior Energy Specialist position is a critical role within the Energy Sector Office (SD1-ENE) of the Sectors Department 1 (SD1) at ADB. This position is designed for an experienced professional who will contribute to the formulation and articulation of energy sector policies and strategies, particularly focusing on energy transition and sustainable development. The Senior Energy Specialist will engage with developing member countries (DMCs) to support sector policy reforms and will be responsible for identifying opportunities for energy transition in line with ADB’s 2021 Energy Policy. The role involves leading or supporting the development, processing, and implementation of investment and technical assistance projects, as well as flagship initiatives and knowledge products that align with ADB’s mission to reduce poverty. The position requires collaboration with various departments within ADB and external partners to deliver integrated solutions that meet the needs of DMCs. The Senior Energy Specialist will also oversee junior team members, ensuring quality project development and implementation, and will play a key role in building effective partnerships across sectors.
Duties and Responsibilities: The Senior Energy Specialist will have a comprehensive set of responsibilities, including but not limited to: leading the development of energy sector policies and strategies for sustainable and low-carbon development in DMCs; conducting policy dialogues to assist governments in undertaking energy sector reforms; preparing, processing, and administering loans, grants, and technical assistance in the energy sector; designing new lending projects and programs in collaboration with governments; providing thought leadership in emerging areas such as critical minerals and decarbonization; ensuring compliance with ADB’s energy policies and strategies; identifying priority areas in the energy sector and proposing necessary support; developing strategic partnerships for knowledge and project opportunities; mentoring junior staff; and contributing to internal and external training and conferences. The role also involves overseeing the quality of project development and ensuring that key technical, economic, and financial issues are addressed in all projects.
Required Qualifications: Candidates for the Senior Energy Specialist position must possess a Master’s degree or equivalent in engineering, environmental science, geology, economics, finance, business administration, or related fields. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 10 years of relevant professional experience in the energy sector, with a preference for at least 3 years in power utilities, energy consulting, research institutions, regulatory bodies, development banks, or clean energymanufacturing. Two years of relevant experience outside ADB within the past five years is required, and experience as an ADB consultant or contractor is considered outside experience. Candidates should demonstrate expertise in the energy sector, particularly in emerging technologies and energy markets, and possess strong leadership and managerial skills.
Educational Background: The educational background required for the Senior Energy Specialist position includes a Master’s degree or equivalent in relevant fields such as engineering, environmental science, geology, economics, finance, or business administration. A university degree with substantial specialized experience may also be acceptable. The emphasis is on advanced education that equips candidates with the necessary knowledge and skills to address complex energy sector challenges.
Experience: The position requires a minimum of 10 years of relevant professional experience in the energy sector, with a strong preference for candidates who have at least 3 years of experience in roles related to power utilities, energy consulting, or development banks. Additionally, candidates should have two years of relevant experience outside ADB within the last five years, which can include roles in regulatory bodies, clean energy manufacturing, or research institutions. Experience leading projects and teams is essential, as is a demonstrated ability to engage with various stakeholders in the energy sector.
Languages: Fluency in English is mandatory, with excellent written and verbal communication skills required for effective engagement with stakeholders and the preparation of reports and knowledge products. While English is the primary language of communication at ADB, knowledge of additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the ability to engage with diverse DMCs.
Additional Notes: This position is classified as a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Selected applicants will undergo a one-year probationary period.
