Job Overview:
The Telecommunications Officer will play a crucial role in managing client relationships and facilitating technology solutions for field operations. This includes addressing operational requirements related to Force Protection and Intelligence Surveillance and Reconnaissance. The officer will be responsible for planning and directing major systems projects, providing expert advice on complex communications systems, and developing plans for secured communication networks. The role also involves managing telecommunications assets, tracking project progress, and ensuring effective coordination with other UN agencies. The officer will lead a communications team, mentor junior staff, and develop communication standards and guidelines. Additionally, the officer will be responsible for emergency communications capabilities and disaster recovery planning.

Duties and Responsibilities:
The Telecommunications Officer will be responsible for the following duties:
  • Planning and directing major systems projects of significant importance.
  • Providing expert advice on the management and operation of complex communications systems.
  • Developing plans for secured communication networks and technical specifications for procurement.
  • Managing telecommunications assets and tracking project progress.
  • Providing professional leadership and mentoring to the communications team.
  • Developing and implementing communication standards and guidelines.
  • Keeping abreast of developments in telecommunications and evaluating new products.
  • Addressing specific telecommunications and training needs of Headquarters or missions.
  • Ensuring effective coordination with other UN agencies. 1
  • Developing disaster recovery plans and training responsible personnel. 1
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a strong knowledge of communication equipment, operations of commercial telecommunications services, and voice and data communications techniques. They should demonstrate professionalism, accountability, and technological awareness. The ability to analyze telecommunication data and conduct reviews is essential. Candidates should also show leadership skills, including the ability to delegate responsibilities and monitor performance effectively. A commitment to gender perspectives and equal participation in all areas of work is required.

Educational Background:
An advanced university degree (master’s degree or equivalent) in electronic, technical or communications engineering, technical science, computer technology, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in electronic data transmission, network design, communications, or a related area is required. Additionally, at least three years of experience at the managerial level in information systems and communications technology is necessary. Experience in making recommendations to address complex business requirements through new technologies is desirable.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official UN language, such as French, is desirable.

This job opening is temporarily available for a period of 364 days with the possibility of extension. The position may be limited to internal candidates based at the duty station, and the selection will be administered as a temporary assignment for current UN staff.
