Job Overview: The Finance Officer is responsible for the daily implementation of financial operations under the supervision of the Area Manager Support. This role involves ensuring adherence to NRC policies, manuals, and guidelines, implementing delegated support functions in accordance with the action plan, and preparing reports on the progress of support activities as requested by the supervisor or management. The Finance Officer is also tasked with ensuring proper documentation archiving, encouraging improvements in support functions, and preparing expenditure reports. The position requires collaboration with various teams to ensure compliance with financial procedures and effective management of financial resources.
Duties and Responsibilities: The Finance Officer's general responsibilities include ensuring compliance with NRC policies and guidelines, implementing delegated support functions, preparing activity reports, and maintaining proper documentation. Specific duties include verifying amounts and attachments of all vouchers, controlling cash funds at the end of the day, ensuring compliance with procedures in voucher establishment, processing payments for social and state taxes, ensuring payment proofs are in order, assisting bases with accounting requests, preparing work for auditors, and contributing to account reconciliations. The role also involves maintaining organized filing systems and assisting in the preparation of financial reports.
Required Qualifications: Candidates must have professional experience as an officer in a support function within a humanitarian context, with prior experience in complex and unstable environments. Proven results in the responsibilities of the position are essential. A good knowledge of computer tools, particularly Excel and Word, is required, along with proficiency in English being an asset. Candidates should also possess a deep understanding of the social, cultural, economic, and legal context of Ituri/Mahagi.
Educational Background: A university degree in accounting, management sciences, or economics is required for this position. This educational background is crucial for understanding financial systems and processes relevant to the role.
Experience: A minimum of 2 years of experience in a similar position is required. Candidates should have a solid understanding of the Congolese financial system and experience in managing financial operations in a humanitarian context.
Languages: Fluency in French and Swahili, both spoken and written, is mandatory for this position. Proficiency in English is considered an advantage, enhancing communication within the organization and with international partners.
