Job Overview: The position of Coordinateur Projets Communautaires Consortium Nashiriki involves overseeing the implementation of community connector projects prioritized by local communities. The primary goal is to enhance social cohesion both horizontally and vertically within the community. The coordinator will work under the supervision of the Project Manager and is expected to ensure adherence to NRC policies, strategies, and donor requirements. This role requires a proactive approach to project management, including planning, execution, monitoring, and reporting on community projects. The coordinator will also be responsible for engaging with local authorities and stakeholders to promote the rights of displaced persons and returnees, ensuring that the projects effectively target those in greatest need of protection. The position demands a strong commitment to community engagement and capacity building, as well as the ability to adapt to complex and volatile contexts.
Duties and Responsibilities: The duties and responsibilities of the Coordinateur Projets Communautaires include: ensuring compliance with NRC policies and strategies; contributing to the development of project proposals; managing and implementing the assigned project portfolio, including activities, budgets, and documentation; providing regular progress reports to the Project Manager; targeting beneficiaries in need of protection; promoting ideas for improvement; enhancing the capacity of project staff; liaising with local authorities and key stakeholders; advocating for the rights of displaced persons; planning, preparing, implementing, monitoring, and reporting on activities; ensuring project documentation meets quality standards; producing validated financing protocols; supervising field visits and lessons learned; coordinating community consultations; organizing community assemblies; conducting capacity-building workshops; coordinating project launch and closure ceremonies; ensuring technical expertise in community projects; documenting and archiving project-related documents; conducting regular field visits; participating in coordination mechanisms and meetings; and ensuring diversity and community participation in decision-making processes.
Required Qualifications: The required qualifications for this position include: a university degree (BAC + 5) or (BAC + 3 with 6 years of experience) in civil engineering and/or rural development public works; a minimum of 3 years of relevant experience in civil engineering; at least 2 years of experience with an international NGO; experience in planning, implementing, and monitoring projects; specific technical knowledge in developing, implementing, and monitoring community projects aimed at enhancing social cohesion; experience in community mobilization, local governance, and community-led development; knowledge of conflict-sensitive approaches and social cohesion; strong analytical and writing skills; experience in team management; proficiency in computer tools (Windows, Word, Excel, PowerPoint, drawing software); fluency in written and spoken French; knowledge of local languages such as Swahili, Lingala, Lendu, Hema, and basic English will be advantageous; experience in conflict management and humanitarian mediation; experience in managing protection-related data; good knowledge of data protection standards; solid experience in training and capacity building in protection technical areas; excellent written and oral communication skills; experience in internal and external coordination and program representation; strong interpersonal skills and teamwork; a collaborative approach and ability to work in diverse cultural environments; and a positive, solution-oriented leadership style.
Educational Background: Candidates must possess a university degree in civil engineering or a related field, with a preference for those holding a BAC + 5 qualification. Alternatively, candidates with a BAC + 3 degree and a minimum of 6 years of relevant experience will also be considered. The educational background should provide a solid foundation in technical aspects related to civil engineering and community development, equipping the candidate with the necessary skills to effectively manage and implement community projects.
Experience: The position requires a minimum of 3 years of relevant experience in civil engineering, with at least 2 years of experience working with an international NGO. Candidates should have a proven track record in planning, implementing, and monitoring projects, particularly in contexts that require sensitivity to social cohesion and community needs. Experience in community mobilization and local governance is essential, as well as familiarity with complex and volatile environments.
Languages: Fluency in French, both written and spoken, is mandatory for this position. Knowledge of local languages such as Swahili, Lingala, Lendu, and Hema is highly desirable, as it will facilitate communication with community members. Basic knowledge of English is also considered an asset, enhancing the candidate's ability to engage with international stakeholders and resources.
