Job Overview: The consultant will be engaged in a critical project aimed at upgrading the Migration ManagementInformation System (MMIS) in Kosovo. This role involves conducting a comprehensive assessment of the existing MMIS, which is essential for enhancing migration governance through evidence-based programming. The consultant will work closely with various stakeholders, including government authorities and international partners, to identify the current system's limitations and propose actionable improvements. The consultant's work will directly contribute to the development of a Terms of Reference (ToR) that will guide the upgrade process, ensuring that the MMIS meets the evolving needs of migration management in Kosovo and aligns with best practices in data governance and security" style="border-bottom: 1px dotted #007bff !important;">security.
Duties and Responsibilities: The consultant will be responsible for conducting a detailed assessment of the current MMIS architecture, infrastructure, and operational workflows. This includes engaging with key stakeholders to gather updated technical and functional requirements, evaluating the existing IT infrastructure, and analyzing current laws and regulations related to migration data management. The consultant will also assess the institutional capacity of the Government Authority for Migration (GAM) and propose recommendations for capacity building and governance frameworks. Additionally, the consultant will prepare an indicative costing for the upgrade and draft a phased implementation roadmap, including milestones and resource allocations. The final deliverables will include a comprehensive assessment report and a detailed Terms of Reference document for the MMIS upgrade.
Required Qualifications: Candidates must possess a strong background in information technology, system analysis, and database management, with at least 15 years of relevant professional experience. Proven expertise in conducting technical assessments and feasibility studies for public sector information systems is essential. The consultant should have experience in drafting technical Terms of Reference and system specifications for IT upgrades, as well as a strong understanding of system integration projects and data governance. Familiarity with public sector ICT frameworks, particularly in migration management, is highly desirable. Previous experience working with international organizations and knowledge of data protection regulations will be considered advantageous.
Educational Background: A Bachelor’s degree in computer science, Computer Engineering, Information Systems, or related fields is required. Additional certifications in databases or programming/software development will be considered an asset, enhancing the candidate's qualifications for this role.
Experience: The position requires a minimum of 15 years of relevant professional experience, particularly in the fields of information technology, system analysis, and database management. Candidates should have a proven track record in conducting technical assessments and feasibility studies, especially for public sector information systems or migration management systems. Experience in drafting technical Terms of Reference and system specifications for IT upgrades is crucial, as is familiarity with public sector ICT frameworks.
Languages: Proficiency in English is mandatory, along with proficiency in Albanian and/or Serbian languages, both written and spoken. Knowledge of additional languages will be considered an advantage, as IOM's official languages include English, French, and Spanish. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The consultancy is subject to funding confirmation, and the appointment will require certification of medical fitness, verification of residency, and necessary government authorizations. IOM provides coverage against occupational accidents and illnesses for consultants but does not offer evacuation or medical insurance for non-occupational issues. Consultants are responsible for their own medical insurance and must provide proof of coverage before starting work.
