  • The mission focuses on promoting human rights, good governance, and the safety of all individuals living in Kosovo. It operates through monitoring, expert advice, advocacy, and capacity-building efforts with various institutions and communities. The OSCE is dedicated to increasing the representation of female staff across all areas of its work, encouraging female candidates to apply for management opportunities within the organization.

Job Overview:
The Financial Management Officer will play a crucial role in overseeing the financial operations of the OSCE Mission in Kosovo. This position requires the successful candidate to work under the supervision of the Head of Administration and Finance (P5) and will involve identifying the financial requirements of the Mission, maintaining efficient financial services, and ensuring compliance with financial regulations. The officer will be responsible for planning, developing, and reviewing financial management concepts, as well as establishing mechanisms to measure cost-efficiency. The role also includes guiding and briefing staff on financial policies, analyzing financial reports, and providing leadership to the Financial Management Division. The officer will be expected to work collaboratively with various departments and ensure adherence to financial instructions and regulations while advising senior management on budgetary matters and financial issues.

Duties and Responsibilities:
The duties and responsibilities of the Financial Management Officer include:
  • Identifying financial requirements and maintaining efficient financial services, including treasury, accounting, and budget operations.
  • Planning, developing, and reviewing financial management concepts and internal control procedures.
  • Reviewing existing financial policies and proposing updates to accommodate the Mission's needs.
  • Establishing mechanisms to measure cost-efficiency of operations.
  • Guiding staff on financial management policies and procedures.
  • Analyzing financial reports and taking corrective actions as necessary.
  • Leading and coordinating the work of the Financial Management Division, including budget formulation and implementation.
  • Advising on the correct application of financial rules and procedures.
  • Overseeing the introduction of electronic management information systems for financial management. 1
  • Ensuring staff training on financial management applications.

Required Qualifications:
Candidates must possess an advanced university degree in Business Administration, Finance, or related fields, or a first-level university degree supplemented by certification from a recognized professional accountancy institution. A minimum of seven years of progressively responsible professional experience in financial management at operational and senior management levels is required, with part of this experience ideally gained in an international organization or mission environment. Candidates should have a thorough understanding of financial management principles and practices, excellent communication skills, and the ability to establish effective working relationships with diverse individuals.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's level) in Business Administration, Finance, or a related field. Alternatively, a first-level university degree combined with certification from a recognized professional accountancy institution may be accepted, provided the candidate has additional qualifying experience. The educational qualifications should reflect a strong foundation in financial principles and management practices.

Experience:
The position requires a minimum of seven years of progressively responsible professional experience in financial management, including operational and senior management roles. Experience in an international organization or mission environment is highly desirable. Candidates should demonstrate a proven track record of leadership and the ability to manage complex financial operations effectively.

Languages:
Excellent oral and written communication skills in English are mandatory, with good drafting abilities. Knowledge of another OSCE language is considered an asset. Candidates should be able to communicate effectively with individuals from diverse backgrounds and cultures.

Additional Notes:
This position is a full-time, fixed-term contract with a maximum service period of seven years. The monthly remuneration is approximately US$ 6,300.166, supplemented by a Board and Lodging Allowance of EUR 113 per day. Social benefits include participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
