Job Overview:
The Programme Analyst position is crucial for supporting the effective management of UNFPA activities, particularly in the areas of adolescents and youth empowerment. The role involves analyzing and assessing political, social, and economic trends to guide the delivery of UNFPA’s programs. The Programme Analyst will work closely with the UNFPA Programme Analyst on Youth, contributing to project formulation, evaluation, and monitoring of results achieved during implementation. This position requires a proactive approach to identifying opportunities for UNFPA assistance and intervention, ensuring that the organization's strategic goals are met through effective program management.

Duties and Responsibilities:
The Programme Analyst will be responsible for a variety of tasks, including:
  • Participating in the formulation of the country programme and component projects by compiling and analyzing relevant information, drafting project documents, and preparing statistical data.
  • Evaluating project and programme activities, establishing systematic assessment methods, and recommending corrective actions as necessary.
  • Conducting field visits and participating in review meetings and evaluation missions to monitor progress.
  • Analyzing the political, social, and economic environment to identify opportunities for UNFPA intervention.
  • Preparing briefs and inputs for policy dialogue and technical assistance coordination.
  • Establishing collaborative relationships with executing agencies, government counterparts, and other UN agencies to facilitate project delivery.
  • Assisting in knowledge management strategies to capture lessons learned and best practices.
  • Supporting advocacy and resource mobilization efforts by maintaining a network of donor contacts and organizing donor meetings and public information events.

Required Qualifications:
Candidates must possess an advanced degree in education, youth development, public health, public management, population studies, law, or a related social science field. Additionally, candidates should have up to two years of professional experience in youth activities, with a preference for those with experience in program/project management. Familiarity with youth policies, life skills development, and participation programs is advantageous. Practical experience in the design, monitoring, and evaluation of development projects is required, along with proficiency in office software and web-based management systems.

Educational Background:
An advanced degree in a relevant field such as education, youth development, public health, public management, population studies, law, or other related social sciences is required for this position. This educational background is essential to understand the complexities of youth empowerment and development, as well as to effectively contribute to UNFPA's mission.

Experience:
The position requires candidates to have up to two years of professional experience in the field of youth activities, with a strong emphasis on program and project management. Experience in youth policies, life skills development, and youth participation programs is considered an asset. Candidates should also have practical experience in the design, monitoring, and evaluation of development projects, which is crucial for assessing the effectiveness of UNFPA's initiatives.

Languages:
Fluency in English and Romanian is mandatory for this position. Additionally, a working knowledge of one or more additional languages relevant to Moldova, such as Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, is considered an asset and may enhance communication with diverse communities.

Additional Notes:
This is a full-time position with a fixed-term contract lasting one year, which is renewable based on performance and organizational needs. The position is non-rotational and is open exclusively to nationals of the Republic of Moldova. The compensation package includes a competitive net salary, health insurance, and other applicable benefits.
