Job Overview:
The National Consultant – District Technical Assistant (DTA) position is part of the implementation of the EU Health – Ezaka ho Tomady program, which aims to strengthen the Malagasy health system by improving access to quality health services. The DTA will provide technical support to health districts and facilities, focusing on enhancing service quality, governance, and community engagement. The role involves conducting situational analyses, developing solutions, and ensuring effective health sector management. The DTA will work closely with various stakeholders, including health officials and local authorities, to optimize healthcare practices and improve Emergency Obstetric and Neonatal Care (EmONC) services.

Duties and Responsibilities:
  • Support health districts and Basic Health Centers (CSBs) in improving care practices and optimizing service organization for Emergency Obstetric and Neonatal Care (EmONC).
  • Train and support district health officials and healthcare workers to enhance the availability and quality of Basic and Comprehensive Emergency Obstetric and Neonatal Care (BEmONC and CEmONC).
  • Identify challenges in project implementation and facilitate dialogue with stakeholders to adopt effective solutions.
  • Engage local authorities in health sector management and establish inclusive monitoring systems for equitable healthcare access.
  • Collaborate with District Management Teams (EMAD) and Regional Management Teams (EMAR) to ensure project objectives are met.

Required Qualifications:
  • An advanced university degree (Master’s or higher) in relevant fields such as General Medicine, Public Health, or Health Policy.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted.
  • At least 5 years of experience in managing and monitoring public health projects.
  • Strong knowledge of the health system in Madagascar.
  • Experience in training, mentoring, and capacity building.
  • Strong planning and organizational skills, with the ability to work under pressure.
  • Proficiency in data analysis and report writing.
  • Excellent interpersonal communication skills, including negotiation and active listening.
  • Proficiency in computer tools (Word, Excel, PowerPoint). 1
  • Must have a functional laptop with internet access.

Educational Background:
Candidates must possess an advanced university degree (Master’s or higher) in fields such as General Medicine, Public Health, Pediatric Health, Family Health, Health Research, Global/International Health, Health Policy and/or Management, Environmental Health Sciences, Social Medical Sciences, Health Education, Epidemiology, or other relevant technical fields. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Experience:
Candidates should have at least 5 years of experience in managing and monitoring public health projects. Experience in training, mentoring, and capacity building is essential, along with strong planning and organizational skills. Familiarity with the health system in Madagascar and the ability to work independently and as part of a team are also required. Experience in developing countries and emergency situations is considered an asset.

Languages:
Fluency in French is required for this position. Knowledge of English or a local language is considered an asset, enhancing communication with diverse stakeholders and communities.

This position is for the recruitment of 5 national consultants covering 5 different districts in Madagascar. Candidates must indicate their district of choice in their application. The role involves fieldwork and frequent travel, and candidates must possess a Category A driver’s license for motorcycles.
