Job Overview:
As a Real Estate Management Specialist at ADB, you will play a crucial role in managing the organization's real estate portfolio, particularly in the Southeast Asia region. This position is strategically located at the Thailand Resident Mission in Bangkok, where you will coordinate services and responsibilities for ADB's field offices. Your primary responsibilities will include providing technical and procedural guidance to ensure effective management of ADB's global real estate assets. You will be involved in various projects related to facilities management, including capital expenditure projects such as expansions, refurbishments, relocations, and new constructions. The role requires you to plan and monitor projects with clear milestones and performance metrics, ensuring that all activities align with ADB's policies and internal controls. You will also be responsible for managing relationships with stakeholders, including third-party vendors, and ensuring that projects are delivered on time, within budget, and to the required quality standards.

Duties and Responsibilities:
The duties and responsibilities of the Real Estate Management Specialist include:
  • Coordinating the delivery of services to ADB field offices related to real estate management.
  • Providing technical advice and support on facilities management, including health, safety, environment, and quality (HSEQ) standards.
  • Managing the life cycle of properties and projects, including planning and executing capital expenditure projects.
  • Developing business cases and documentation for management approval.
  • Monitoring project progress against established plans and reporting on any issues that arise.
  • Conducting preliminary assessments of properties and overseeing concept planning and design-development" style="border-bottom: 1px dotted #007bff !important;">design development.
  • Engaging and managing third-party vendors for outsourced services, ensuring compliance with ADB procedures.
  • Maintaining comprehensive project documentation and presenting periodic reports to stakeholders.
  • Performing other duties as assigned in line with the workplan.

Required Qualifications:
To qualify for the position, candidates must possess a Master's degree in project management, construction management, civil engineering, building science, architecture, business administration, or a related field. Alternatively, a university degree in a related field combined with at least 5 years of specialized experience relevant to the position may be considered. Candidates should have a minimum of 6 years of relevant work experience, including international experience in multiple countries. Professional certifications in project management, corporate real estate, LEED, workplace wellness, and facility management are highly desirable. A strong understanding of best practices in workplace strategy and planning, as well as experience in budget management, is essential.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as project management, construction management, civil engineering, building science, architecture, or business administration. Candidates with a university degree in related fields and significant specialized experience may also be considered. The emphasis is on advanced education that equips candidates with the necessary skills and knowledge to manage complex real estate projects effectively.

Experience:
Candidates should have at least 6 years of relevant work experience, with a strong emphasis on international experience across various countries. This experience should include managing projects related to facilities management and real estate, demonstrating the ability to work in high-pressure situations and manage multiple tasks simultaneously. Experience in collaborating with diverse internal and external clients, as well as managing both staff and outsourced personnel in project management contexts, is crucial.

Languages:
The position requires an excellent command of written and verbal communication skills in English. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with stakeholders in the Asia-Pacific region.

Additional Notes:
This position is for outposting to the Thailand Resident Mission and is open to both internal and external applicants. External candidates may initially be based at ADB Headquarters in Manila before being outposted. The position may involve multiple openings at various grades, with the actual title and grade determined based on the selected candidates' qualifications and experience.
