Job Overview: As the Manager of Operations for Atlas Logistique, you will report to the Manager Pool and Emergency Preparedness within the Deployment Pole. This position aims to support program teams in deploying AL operations in acute crisis contexts and chronic situations or to directly manage them in countries where HI is not already present. You will be deployed on field missions for a maximum of two months. Between each mission, you will capitalize on experiences, support the development of pilot AL projects, and contribute to strengthening emergency deployment mechanisms of AL. During deployments, you will lead the analysis of humanitarian community needs regarding humanitarian access and supply, manage relationships with all aid agencies, partners, and donors. You will participate in logisticscoordination forums and the logistics cluster, representing AL. You will be responsible for diagnosing, designing operational plans, managing, and monitoring new field projects of Atlas Logistique, as well as structuring pilot projects for AL's development. You will actively participate in fundraising for AL projects and write or contribute to the drafting of narratives and budget proposals for project proposals. You will assist program managers in integrating specific tools and processes related to AL. Finally, you will contribute to and/or assist in designing Atlas strategies in countries where AL is already deployed or in new countries.
Duties and Responsibilities: 1) Strategic Support - Contributes to the design and deployment of the AL strategy. May be required to undertake support/advisory missions for the design or revision of operational strategies. 2) Deployment - Identification and management of AL operations. Identifies and analyzes the essential logistical needs of humanitarian actors, identifies potential solutions. Depending on the context, participates in developing response proposals, funding strategies, concept notes, and project proposals. Develops and implements all project monitoring tools, coordinates monitoring, and escalates alerts. Develops, implements, organizes, and supervises Atlas activities during the launch phase. Participates in the development of donor reporting packs and finalizes donor reports. Challenges teams on the quality of service provided and cost-effectiveness. 3) Deployment - External representation and coordination. Actively participates in inter-agency logistics coordination meetings. Participates in defining the delivery strategy in coordination with actors responding to the crisis. Presents and promotes Atlas Logistique activities to humanitarian actors. Meets with partners and state actors and maintains good relationships. 4) Deployment - Team management. May be required to manage a team of project officers or provide functional management with project managers. Ensures daily follow-up of the team in accomplishing their work: determining and executing their tasks, organizing meetings and briefings, organizing teams. Proposes relevant adaptations to the initial organizational chart and contributes to its implementation. 5) Contributes to the overall improvement of AL's capacity to deploy in acute and chronic crisis situations. Contributes to monitoring all relevant fragile contexts for AL. Contributes to strengthening AL's emergency deployment tools and processes. Contributes to the development of operational AL pilots. Capitalizes on and contributes to the review of operational and general framework documents of AL, in connection with deployment experiences.
Required Qualifications: • You hold a generalist master's degree with possible experience/interest in humanitarian aid delivery and access issues; • You have at least 3 years of project management experience, with a minimum of experience in coordinating humanitarian projects; • You have confirmed experience in team management, particularly remotely, and in methodological support for project design and management; • You are capable of analyzing humanitarian issues at national and local levels and possess a good macro strategic vision; • You have excellent formalization skills for tools, procedures, document writing, and project proposal production; • You are fluent in English and French, with Spanish being a plus.
Educational Background: A master's degree in a relevant field is required, preferably with a focus on humanitarian aid, logistics, or project management. Additional certifications or training in humanitarian logistics or related fields would be advantageous.
Experience: A minimum of 3 years of experience in project management is required, with specific experience in humanitarian project coordination. Proven experience in team management, especially in remote settings, is essential. Candidates should demonstrate a strong understanding of humanitarian access and logistics issues.
Languages: Fluency in both English and French is mandatory. Proficiency in Spanish is considered an asset and would be beneficial for the role.

- The position is based in Lyon but requires very regular travel to the field. - Benefits include meal vouchers, employer health insurance, a framework status with 34 paid leave days and 13 RTT days annually for full-time work, a monthly availability bonus of €620 gross (you must be deployable within 48 hours), per diem proportional to the monthly per diem of the country during field deployments, and a hardship allowance of €620 gross monthly proportional to the days spent in field deployment. - A favorable telework agreement is also available. - The workplace is easily accessible by public transport (bus, metro), with parking and bike storage available. The building features ramps and elevators for better accessibility. All workstations are located in an open space, but quiet boxes are available on each floor.
