Job Overview:
The Tax Administration Advisor position at the IMF’s AFRITAC South Regional Capacity Development Center in Mauritius is a critical role aimed at enhancing tax administration capabilities in Southern African countries. The advisor will work closely with revenue authorities, providing technical assistance and training to support the implementation of tax reforms. This position requires a deep understanding of tax administration processes and the ability to develop and execute capacity development initiatives. The advisor will be expected to engage with various stakeholders, including government officials and international partners, to ensure that the work aligns with the broader objectives of the IMF and the specific needs of the member countries. The role is designed for a minimum commitment of two years, with the possibility of extension based on performance and ongoing needs.

Duties and Responsibilities:
The advisor will have a comprehensive set of responsibilities, including:
  • Consulting with revenue authorities of member countries to develop and monitor the AFRITAC South work plan, ensuring alignment with the FAD workplan.
  • Providing technical and operational advice on tax administration reforms, implementing recommendations from FAD missions and workshops.
  • Preparing and delivering workshops and training courses on tax administration for AFRITAC South members.
  • Coordinating logistical support for short-term tax administration experts delivering capacity development to member countries.
  • Managing the AFRITAC South tax administration program, including preparing work plans and budgets, ensuring consistency with FAD-recommended reforms, and monitoring progress through a results-based management framework.
  • Collaborating with regional tax administration organizations and coordinating with other capacity development providers.
  • Contributing to corporate activities such as annual reports and outreach initiatives.

Required Qualifications:
Candidates must possess a high level of knowledge in several key areas, including the legislative and regulatory environment for tax administrations, strategic management systems, and the use of information technology in tax operations. They should be familiar with international best practices in tax administration and have effective project management skills. Extensive practical experience in tax administration operations is essential, with a minimum of five years in a senior management role. Preference will be given to those with experience in developing and implementing tax reform programs and capacity building initiatives.

Educational Background:
A university degree in a relevant field is required, along with at least four years of experience in the administration and management of direct and indirect taxes, including VAT. Candidates with at least 10 years of relevant professional experience will be preferred, particularly those who have engaged in tax administration reform and capacity development activities.

Experience:
The position requires significant experience in tax administration, particularly in senior management roles. Candidates should have a proven track record of participating in tax reform initiatives and capacity building efforts, demonstrating their ability to manage and oversee the delivery of technical assistance and training programs.

Languages:
Full proficiency in English is mandatory, with strong oral and written communication skills. Candidates should possess sound presentation skills to effectively conduct training events. Knowledge of additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The initial contract for this position will be for one year, with the possibility of renewal based on performance.
