Job Overview:
The MEG2-GIS & CAD Specialist for South cluster position is a consultancy role aimed at supporting water utility companies and local governments (LGs) in Bosnia and Herzegovina. The consultant will be responsible for providing expertise in Geographic Information Systems (GIS) and Computer-Aided Design (CAD) to enhance the operational efficiency and planning capabilities of these entities. The role involves analyzing spatial data, creating detailed maps, and developing CAD designs that facilitate better decision-making in water management. The consultant is expected to work closely with local stakeholders to understand their needs and provide tailored solutions that align with the strategic goals of the UNDP in the region. The assignment duration is from June 2025 to November 2025, encompassing a total of 67 expert days, during which the consultant will engage in various activities including data collection, analysis, and reporting.

Duties and Responsibilities:
The duties and responsibilities of the MEG2-GIS & CAD Specialist include but are not limited to:
  • Conducting spatial analysis and mapping of water utility infrastructure using GIS tools.
  • Developing CAD designs for water utility projects, ensuring compliance with local regulations and standards.
  • Collaborating with local governments and water utility companies to identify their specific needs and challenges.
  • Providing training and capacity-building sessions for local staff on GIS and CAD applications.
  • Preparing detailed reports and presentations on findings and recommendations for stakeholders.
  • Ensuring the integration of GIS and CAD data into existing management systems for improved operational efficiency.
  • Participating in project meetings and workshops to provide technical insights and updates on progress.

Required Qualifications:
The ideal candidate for the MEG2-GIS & CAD Specialist position should possess the following qualifications:
  • Proven experience in GIS and CAD software, with a strong portfolio of previous work.
  • Knowledge of water utility management and local government operations in Bosnia and Herzegovina.
  • Strong analytical skills and the ability to interpret complex spatial data.
  • Excellent communication skills, both written and verbal, in English and local languages.
  • Ability to work independently and collaboratively in a multicultural environment.
  • Familiarity with UNDP policies and procedures is an advantage.

Educational Background:
Candidates should have a minimum of a Bachelor’s degree in Geography, Environmental Science, Civil Engineering, or a related field. A Master’s degree in a relevant discipline is preferred and may be considered an asset. Additional certifications in GIS and CAD technologies will be highly regarded.

Experience:
The position requires a minimum of 5 years of professional experience in GIS and CAD applications, particularly in the context of water management or urban planning. Experience working with international organizations or NGOs is a plus, as is familiarity with the local context in Bosnia and Herzegovina.

Languages:
Fluency in English is mandatory, while proficiency in Bosnian, Croatian, or Serbian is highly desirable. Knowledge of additional languages may be considered an advantage.
