Job Overview:
The Programme Analyst position at UNFPA involves assisting in the analysis and assessment of political, social, and economic trends that impact the delivery of UNFPA’s programs. The role requires collaboration with various stakeholders to support the effective management of activities focused on adolescents and youth empowerment. The Programme Analyst will contribute to project formulation, evaluation, and the development of national frameworks, ensuring that UNFPA's strategic goals are met. This position is critical in monitoring results achieved during program implementation and guiding the application of systems and procedures to enhance program effectiveness.

Duties and Responsibilities:
The Programme Analyst will be responsible for several key duties, including:
  • Participating in the formulation of the country programme and component projects by compiling and analyzing relevant information, drafting project documents, and preparing statistical data.
  • Evaluating project and programme activities, establishing systematic assessment methods, and recommending corrective actions as necessary. This includes conducting field visits and preparing inputs for status and progress reports.
  • Analyzing the political, social, and economic environment to identify opportunities for UNFPA assistance and intervention.
  • Preparing briefs and inputs for policy dialogue and technical assistance coordination, ensuring that new policy developments are integrated into program execution.
  • Establishing collaborative relationships with executing agencies, government counterparts, and other UN agencies to facilitate project delivery.
  • Assisting in knowledge management strategies to capture lessons learned and best practices for future planning.
  • Supporting advocacy and resource mobilization efforts by maintaining a network of donor contacts and organizing donor meetings and public information events.

Required Qualifications:
Candidates must possess an advanced degree in education, youth development, public health, public management, population studies, law, or a related social science field. Additionally, candidates should have up to two years of professional experience in youth activities, with a preference for those with experience in program/project management. Familiarity with youth policies and life skills development is advantageous, as is practical experience in the design, monitoring, and evaluation of development projects. Proficiency in office software and web-based management systems is also required.

Educational Background:
An advanced degree in a relevant field such as education, youth development, public health, public management, population studies, law, or other related social sciences is essential for this position. This educational background provides the necessary theoretical framework and understanding of the complexities involved in youth empowerment and development.

Experience:
The position requires candidates to have up to two years of professional experience in the field of youth activities. Experience in program/project management is desirable, particularly in areas related to youth policies and life skills development. Practical experience in the design, monitoring, and evaluation of development projects is a must, as well as proficiency in using office software and web-based management systems.

Languages:
Fluency in English and Romanian is mandatory for this position. Additionally, a working knowledge of one or more additional languages relevant to Moldova, such as Russian, Bulgarian, Gagauzian, Romani, Ukrainian, or sign language, is considered an asset and may enhance a candidate's application.

Additional Notes:
This is a full-time position with a fixed-term contract lasting one year, which is renewable based on performance and organizational needs. The position is open exclusively to nationals of the Republic of Moldova. The role is classified at the NO-A level, and it is non-rotational, meaning that the successful candidate will remain in the same location throughout the duration of their contract. Compensation includes a competitive net salary, health insurance, and other applicable benefits.
