The Capacity, Development and Implementation Bureau (CDI) of the SAM Regional Office specifically supports the administration of various Regional Projects and assists in coordinating activities of regional and national projects, providing technical guidance to South American States for the proper implementation of ICAO policies and standards.
Job Overview: The CDI Associate Regional Projects Administrator plays a crucial role in supporting the logistic, resource allocation, administrative, and financial aspects of national and regional CDI projects. The position involves processing recruitment requests for consultants and experts, preparing contracts, registering transactions in the ERP System (Agresso), and liaising with the Field Operation Section regarding project requirements. The administrator is also responsible for preparing monthly staff attendance reports, monitoring payments to project staff, and ensuring the accuracy of financial documentation. Additionally, the role includes analyzing project financial statements, preparing budget revisions, and maintaining updated project records. The administrator will also draft consolidated reports on regional project activities, organize conferences and training programs, and control resources from various funding sources, ensuring effective project management and compliance with ICAO standards.
Duties and Responsibilities: The duties and responsibilities of the CDI Associate Regional Projects Administrator include:
Supporting logistics, resource allocation, and administrative and financial support for national and regional CDI projects, including processing recruitment requests, preparing contracts, and registering transactions in the ERP System.
Preparing and updating project/budget revisions, analyzing project financial statements, and monitoring the availability of funds.
Performing operational functions in administrative and finance aspects, including drafting annual consolidated reports, preparing general correspondence, and organizing conferences and training programs.
Coordinating with the Administration of the SAM Regional Office for registry transactions, processing payments, and preparing monthly cash reports.
Performing other related duties as assigned, ensuring compliance with ICAO policies and effective project management.
Required Qualifications: The required qualifications for the CDI Associate Regional Projects Administrator position include an advanced university degree (master’s degree or equivalent) in business administration and/or finance. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additional training in IT support or a related field is desirable. Candidates must also possess a minimum of five years of experience in administration, finance, accounting, human resources, or management, as well as experience in procurement, contract management, and logistics management. Proficiency in IT tools, project planning, and preparing cost estimates and expenditure reports is essential.
Educational Background: Candidates must hold an advanced university degree (master’s degree or equivalent) in business administration and/or finance. A first-level university degree may be accepted in combination with two additional years of qualifying experience. Additional training in IT support or a related field is considered desirable.
Experience: The position requires a minimum of five years of professional experience in administration, finance, accounting, human resources, or management. Candidates should also have at least five years of experience in procurement, contract management, and logistics management. Experience with IT tools, project planning, and preparing cost estimates and expenditure reports is essential. Desirable experience includes working in a civil aviation environment, with the United Nations or similar international organizations, and familiarity with project management tools and IT support.
Languages: Fluent reading, writing, and speaking abilities in Spanish are essential for this position, along with a working knowledge of English. A working knowledge of any other language of the Organization, such as Arabic, Chinese, French, or Russian, is considered desirable.
Additional Notes: Applicants must hold either Peruvian citizenship or a work permit to be eligible for this position. The post is to be filled on a fixed-term basis for an initial period of one year. The net base salary per annum for this position is 222,829 Nuevo Soles Peruano.
