Job Overview: As the Project Director, you will provide overall leadership and management for the BHA-funded Emergency Response project implemented by CRS in collaboration with local partners. This role encompasses ensuring the quality of programmatic implementation, including monitoring, evaluation, and learning, as well as managing the administrative elements of the project. You will be responsible for achieving project results on time and within budget, adapting program management strategies to meet the needs of vulnerable populations in a rapidly changing operational context in both Gaza and the West Bank. Your leadership will be crucial in coordinating efforts across various sectors such as WASH, Shelter, and Protection, ensuring that programming aligns with the overall emergency response and recovery strategy for the region. You will also be tasked with overseeing the development of staffing plans, recruitment processes, and ensuring compliance with BHA guidelines and expectations.
Duties and Responsibilities: Your key responsibilities will include providing management, guidance, and technical oversight of the BHA-funded Emergency Response project throughout its lifecycle. This involves ensuring that project design, implementation, and close-out align with CRS quality principles and standards, as well as BHA guidelines. You will serve as the primary point of contact for BHA and other stakeholders, coordinating internally to ensure an integrated response across key sectors. Additionally, you will manage project expenditures, oversee compliance with the BHA cooperative agreement, and coordinate with the MEAL team to implement monitoring and evaluation systems. You will also lead the development of program learning, establish a safe environment for sharing ideas, and identify training opportunities for staff and partners. Furthermore, you will oversee the preparation of high-quality donor reports and ensure timely communication with consortium partner organizations.
Required Qualifications: The position requires a Master's degree in International Development, International Relations, or a related technical field. Additional experience may substitute for some educational requirements. A proven track record of successful program management, particularly with multi-activity and multi-partner projects, is essential. Candidates should have at least 2 years of experience managing BHA/USAID funded programs, along with a minimum of 3 years of supervisory experience, including performance evaluation, coaching, and mentoring. A total of at least 5 years of relevant field-based project management experience is required, along with MEAL skills and experience.
Educational Background: Candidates must possess a Master's degree in International Development, International Relations, or a related technical field. This educational background is crucial for understanding the complexities of international humanitarian work and program management. Additional relevant experience may be considered in lieu of formal education, highlighting the importance of practical knowledge and skills in the field.
Experience: The role requires a minimum of 5 years of relevant field-based project management experience, with at least 2 years specifically managing BHA/USAID funded programs. Candidates should also have a minimum of 3 years of supervisory experience, which includes responsibilities such as performance evaluation, coaching, and mentoring of team members. This level of experience is necessary to ensure effective leadership and management of the project and its staff.
Languages: Fluency in English is mandatory for this position, as it is essential for communication with stakeholders and for reporting purposes. Proficiency in Arabic is considered a plus, as it would enhance communication with local partners and communities in Gaza and the West Bank, facilitating better engagement and understanding of the local context.
Additional Notes: The position is based in Jerusalem and requires approximately 30% travel to Gaza and the West Bank, contingent on security" style="border-bottom: 1px dotted #007bff !important;">security conditions.
