Job Overview:
The Human Resources Assistant position is situated within the Fund Administration Unit (FAU) of the OSCE Programme Office in Bishkek. The primary function of this role is to provide both administrative and technical support in the implementation of HR policies and activities. This includes a variety of operational duties such as planning and coordinating recruitment processes, managing contract extensions, overseeing performance management, and ensuring the provision of entitlements and benefits. The HR Assistant will also be responsible for maintaining personal files, managing HR databases, and serving as the first point of contact for HR-related inquiries within the designated department. The role requires a proactive approach to ensure timely and accurate delivery of HR processes, working under moderate supervision while collaborating with various stakeholders within the organization.

Duties and Responsibilities:
The HR Assistant will support the entire recruitment process in accordance with the OSCE Common Regulatory Management System (CRMS). This includes drafting, editing, updating, posting, and closing vacancy notices, as well as maintaining candidate records in the Taleo system throughout the recruitment cycle. The incumbent will pre-screen and long-list candidates, arrange interviews and tests, and act as Secretary to the Evaluation Board. Responsibilities also include preparing draft selection reports, conducting reference checks, and liaising with candidates to provide feedback. The HR Assistant will maintain rosters of experts and local candidates for short-term assignments, manage the recruitment cycle for experts on Special Service Agreements (SSA), and administer the electronic Enterprise Resource Planning (ERP) system. Additional duties involve monitoring contractual statuses, assisting with onboarding and separation processes, and supporting the Performance Management Process (PMP). The HR Assistant will also coordinate learning and development initiatives, provide logistical support for training, and assist with payroll administration during absences. Overall, the role requires a comprehensive understanding of HR practices and the ability to deliver efficient administrative support.

Required Qualifications:
Candidates must have completed secondary education, supplemented by specialized training in human resources or general management. A minimum of five years of working experience is required, with at least four years if the candidate holds a first-level university degree or three years with a second-level university degree. Experience in human resources and/or administration is essential, preferably in an international environment. Advanced computer literacy, particularly with Microsoft Office applications, is necessary, and experience with ERP software is considered an asset. Candidates should demonstrate gender awareness and sensitivity, with the ability to work effectively in a diverse team environment. Strong oral and written communication skills in English and local languages (Russian/Kyrgyz) are mandatory.

Educational Background:
The educational background required for this position includes a completed secondary education, with additional specialized training in human resources or general management being highly desirable. This foundational education is critical for understanding the complexities of HR policies and practices within an international context.

Experience:
The position requires a minimum of five years of relevant working experience in human resources and/or administration. This experience should include at least four years with a first-level university degree or three years with a second-level university degree. Candidates should have a proven track record of working in an international environment, demonstrating the ability to navigate the complexities of HR functions effectively.

Languages:
Proficiency in English is mandatory, along with fluency in local languages, specifically Russian and Kyrgyz. Strong communication skills in these languages are essential for effective interaction with candidates and colleagues, as well as for the preparation of HR-related documentation.

Additional Notes:
This position is a fixed-term contract at the General Services level (G5) with a full-time schedule. The monthly remuneration is set at 899.67 Euro, subject to social security deductions. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The OSCE retains the discretion to re-advertise or cancel the vacancy, and candidates should be aware that appointments are subject to medical clearance. The mandatory retirement age for contracted positions is 65 years, and the OSCE does not reimburse expenses related to the application process.
