Job Overview:
The Shelter Officer position is designed to support the Shelter and WASH coordinator in the effective execution of Shelter and WASH projects in northern provinces of Afghanistan. The role involves identifying Shelter needs, leading the Shelter team, ensuring transparency in beneficiary selection, and maintaining the quality and progress of all Shelter and WASH technical works. The Shelter Officer will coordinate with various stakeholders and ensure that integrated projects are properly implemented. This position is intended for national candidates only, specifically internal applicants from Afghanistan, highlighting the organization's focus on local expertise and community engagement.

Duties and Responsibilities:
The Shelter Officer will adhere to NRC policies and procedures while providing regular progress reports to the Shelter and WASH coordinator. Responsibilities include ensuring that project beneficiaries are prioritized based on their protection needs, sharing ideas for project improvements, and facilitating capacity building for technical assistants. The officer will oversee all phases of Shelter activities, supervise the delivery and implementation of WASH and Shelter interventions, and ensure compliance with technical documents and project standards. Additionally, the officer will conduct field assessments, maximize community participation, and collaborate with local authorities and stakeholders. The role also requires participation in meetings and training sessions, as well as travel to various districts and provinces as needed. Other tasks may be assigned by the immediate supervisor.

Required Qualifications:
Candidates must possess a Bachelor’s degree in civil engineering or have prior experience with NRC in the Shelter and WASH sector. A minimum of 3 years of relevant work experience, preferably with UN or INGOs, is required. Strong verbal communication, negotiation, and problem-solving skills are essential, along with proficiency in computer applications such as Word, Excel, and PowerPoint. Candidates should demonstrate the ability to engage and motivate staff, possess excellent cultural sensitivity, and have a solid understanding of the security" style="border-bottom: 1px dotted #007bff !important;">security situation in northern provinces, particularly Mazar province.

Educational Background:
A Bachelor’s degree in civil engineering is required for this position. This educational background provides the necessary technical knowledge and skills to effectively manage Shelter and WASH projects, ensuring that all interventions meet the required standards and are implemented efficiently.

Experience:
The position requires at least 3 years of previous work experience in a similar functional area, with a satisfactory performance record. Experience working with UN agencies or international NGOs is preferred, as it indicates familiarity with the operational context and challenges faced in humanitarian settings.

Languages:
Fluency in English is mandatory, along with proficiency in at least one local language such as Dari, Uzbeki, or Pashto. This linguistic capability is crucial for effective communication with beneficiaries and stakeholders in the region.

Additional Notes:
The position offers a monthly salary based on the Afghanistan NRC Salary Scale, along with medical coverage for staff and up to four dependents.
