Job Overview: The Regional Finance Manager is a pivotal role within Mercy Corps, specifically serving both the International Finance and the Latin America and Caribbean (LAC) Regional teams. This position is responsible for overseeing the financial management of the LAC award portfolio, ensuring compliance with internal policies and donor regulations. The Manager will work closely with the VP of International Finance and the Deputy Regional Director, Operations, to develop and implement strategies that enhance financial performance across the region. The role requires collaboration with country finance teams to support effective award implementation and financial management, thereby ensuring that Mercy Corps can deliver quality programs efficiently. The position also involves significant responsibilities in risk management, financial reporting, and capacity building within the finance teams across the region.
Duties and Responsibilities: The duties and responsibilities of the Regional Finance Manager include:
Portfolio Financial Management: Monitor the financial performance of the regional portfolio, identifying strengths, weaknesses, risks, and opportunities. Collaborate with Country Finance Directors and Managers to ensure consistent financial practices. Oversee risk management processes and develop strategies to safeguard financial integrity. Support annual planning and budgeting processes.
Awards Financial and Accounting Management: Assist regional and country teams during start-up and major events, including budget development and financial monitoring tools. Ensure timely submission of donor reports and support financial forecasting processes. Manage billing and invoicing to donors and oversee award cash management.
Recruitment and Capacity Building: Support recruitment and onboarding of finance leads, and develop finance capacity within regional and country teams through training and mentorship.
Team Management: Supervise a team of Financial Analysts, ensuring effective support for awards implemented within the region.
Compliance and Audit: Ensure compliance with internal financial policies and donor regulations, review audit reports, and support country offices in resolving audit issues.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Accounting or Finance, with a Master’s Degree or CPA being a plus. A minimum of 7 years of progressive financial management experience at the international level, particularly within an INGO, is required. Candidates should have experience in complex environments and the ability to deploy to emergency locations. Strong leadership and communication skills are essential, along with the ability to manage and motivate teams effectively. Proven experience in managing multi-country financial operations and familiarity with donor regulations is highly desirable. A commitment to humanitarian principles and the mission of Mercy Corps is crucial.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in Accounting or Finance. A Master’s Degree or CPA is preferred, indicating a higher level of expertise in financial management and accounting practices. Candidates should have a solid understanding of financial principles and practices, particularly in the context of international development and humanitarian aid.
Experience: The position requires at least 7 years of international level progressive financial management experience, particularly in field-level or overseas roles within an INGO. Candidates should have supervisory experience and the ability to work in fast-paced, complex environments. Experience in managing financial operations across multiple countries and familiarity with donor-funded awards is essential.
Languages: Fluency in English is required for this position, with proficiency in Spanish being preferred. The ability to communicate effectively in both languages will enhance collaboration with diverse stakeholders and teams across the region.
Additional Notes: This position may require travel up to 10% of the time. The role is full-time and involves supervising a team of Financial Analysts.
