Job Overview:
The primary objective of the position is to ensure a relevant, timely, and effective response to acute crises. The Emergency Management Department of HI is responsible for monitoring, preparing for, and responding to both natural and human-made disasters. Depending on the intensity of the crisis and the capacity of the existing program, the Emergency Department may lead certain emergency interventions or support the Geographic/Regional Management in responding to a new disaster. Under the direction of the Emergency Pool Manager, the team consists of seven emergency specialists ready to be deployed within 72 hours. The role involves conducting initial diagnostics and developing emergency response strategies, contributing to the definition of assessment tools, participating in needs assessments, analyzing results, and defining immediate responses. Additionally, the position includes project development and proposal writing, coordination of administrative, financial, and human resources support for mission openings, and ensuring compliance with donor requirements.

Duties and Responsibilities:
The Emergency Response Manager will be responsible for a comprehensive set of duties, including: conducting initial diagnostics and developing emergency response strategies; contributing to the definition of assessment tools and methodologies; participating in needs assessments and analyzing results to define immediate responses; developing project proposals and writing them; coordinating administrative, financial, and human resources support for mission openings; managing logistics, human resources, and financial aspects of program openings; establishing and monitoring budgets and financial tools; ensuring compliance with donor requirements; evaluating and strengthening the capacities of partners; contributing to internal capacity building for emergency response; formalizing methodologies, procedures, and emergency tools; participating in the development of HI's emergency strategy and internal training; representing HI in external coordination mechanisms; promoting HI's mandate and maintaining relationships with partners; supporting advocacy and institutional communication activities; and managing the financial budget of the emergency team.

Required Qualifications:
Candidates must have at least three years of experience in emergency intervention and in a managerial or coordination role involving finance, human resources, and administration. They should possess a strong understanding of project cycle management and donor regulations (EU, US, DFID, etc.). The ideal candidate will demonstrate responsiveness and flexibility, with a good ability to identify priorities to manage their workload effectively. Professional proficiency in both French and English is required, while knowledge of Spanish or Arabic is considered an asset.

Educational Background:
A relevant educational background is essential for this position, typically including a degree in international relations, humanitarian studies, public administration, or a related field. Advanced degrees or specialized training in emergency management or disaster response may be advantageous.

Experience:
The position requires a minimum of three years of relevant experience in emergency response, including roles that involve financial management, human resources coordination, and administrative oversight. Experience in international settings and familiarity with the operational challenges of humanitarian work are highly valued.

Languages:
Fluency in French and English is mandatory for this role. Proficiency in Spanish or Arabic is considered a plus, enhancing the candidate's ability to communicate effectively in diverse contexts and with various stakeholders.

Additional Notes:
This is a fixed-term contract for 18 months, starting on June 2, 2025, based in Lyon and on intervention sites. The position includes a hardship allowance of €620 gross per month, per diem based on time spent in the field, and health coverage, repatriation, and insurance provided by HI and the employee. Accommodation in the field is collective and covered by HI. Recovery time ranges from 2 to 5 days depending on the duration of the field mission. The position is classified as a managerial role, with 34 days of paid leave, 13 RTT days annually, and the existence of a CET.
